首先，本文研究了国内外安全生产发展现状，安全管理方法、事故致因理论、
系统安全理论、轨迹交叉等安全生产理论，奠定了论文理论基础
其次，调查分析了 M 公司的安全生产管理体系现状和安全管理情况，应用调查
研究、理论分析、事故分析研究、反求工程等理论方法，查找安全管理体系方面缺
失或问题，并对其产生的关键性原因进行分析，通过企业安全管理体系再设计，起
到减少缺陷，消除存在主要问题，防范安全风险的作用
再次，提出了新设计的安全管理体系能够得到有效实施的保障措施，企业可以
通过落实安全生产法律法规、股东进行监管、安全管理体系调整完善、危险有害因
素管控、设备管理，包括建设期设备采购管理、安全教育培训、第三方咨询等方法
措施，支持有效运行再设计的安全管理体系
文章结合企业实际，对生产装置缺陷给予了充分考虑，甚至建设期形成并遗留
下来的潜在安全隐患，通过引进实施 TnPM 管理并拓展设备管理时间维度，对在用
设备设施设计制造阶段产生的缺陷采取措施弥补，及时消除缺陷，防范由此带来的
安全风险，拓展了安全管理内容，安全管理的内涵得以丰富。对改善企业安全管理，
提升产品质量，避免生产经营过程中的安全风险，防止或减少安全事故，促进生产
经营目的实现具有现实意义

Abstract
Nowadays safety production accidents frequently occur in both domestic and
overseas enterprises and brings up huge loss of life and property. Some products have
caused damage to clients as well as threaten adjacency after they are launched, which
leads to great loss of production and management. Based on this, safety development is
the eternal goal of enterprises and it remains a complusory problem. This thesis, which
focuses on the redesign of safe management system of M enterprise，provides further
references for improvements in safety management for enterprises.
This thesis will first come up with a theoretical basis by studying on safety
production theories domestic and overseas, such as safety production development, safety
management method, accident reasoning theory, systematic safety theory, pathway
theory，etc.
The author then applies applied theoretical methods such as investigation research,
theoretical analysis, accident analysis research, reverse engineering to analyze a specific
enterprise’s status quo of safety production management system and safety management
situation. Through this, the thesis shed light on the problems of safety management, and
carries out an analysis of the reasons to the problems, followed by a redesign of safety
management system in order to lesson the present situation, and to reduces risks of safety
production and management of enterprises in advance.
Moreover, to guarantee the effective implementation of the new safety management
system, the author provides measures such as the implementation of the safety production
law, supervision of shareholders, self-improvement of the system, identification of
potential danger elements, equipment management including equipment purchase in the
constructing period, educational training, third-party counselling.
The thesis puts theories into practice and takes defects in production equipment, even
the potential safety danger left and formed since the construction period into full
consideration, and eliminate defects formed in the equipment design period to prevent
following safety risks, enlarge the content of safety management by implementing TnPMAbstract

management and expand time dimension of equipment management. The shining creative
point of this thesis is that it has practical significance in the improvement of enterprise’s
safety management system. Improvement of product quality and avoidance of safety risks,
avoidance or diminishment of safety accidents, promotion of the realization of safety
management goals.
