Welcome to the Afordability Report – an in-depth
annual research initiative produced by the Alliance
for Afordable Internet. The report is part of our
ongoing eforts to understand why some countries
have succeeded in making Internet access more
afordable, accessible and universal, and what
others can do to catch up quickly.
The 2015-16 Afordability Report, released in
February 2016, looks at the policy frameworks in
place across 51 developing and emerging
countries to determine what is
working to expand access to
afordable broadband.
This year’s report looks
particularly at how
poverty and income
and gender
inequality are
masking the
true state of
afordability. What actions must policymakers take
to overcome these barriers to access and make
afordable universal access a reality
We hope you enjoy this year’s report, and that
the findings contained within prove valuable to
your work. We also encourage you to check out

data explorer covering all 51 countries.
To achieve the new global goal of afordable and
universal Internet access by 2020 will require bold
and collective action to advocate for the adoption
of a new “1 for 2” afordability target, gender-
responsive broadband and ICT policies, and greater
focus on public access solutions. We hope you’ll
join us in our eforts to bring the life-changing
benefit of afordable Internet access to billions
more around the globe.
