摘要
随着经济的发展和社会的进步,产业结构调整步伐加快,世界金融危机加深,
城镇化进程加快,高校毕业生数量也大幅度增加,在这些变化的影响下,中国的就
业和再就业问题成为越来越突出的社会问题。2017 年政府工作报告提出大力促进创
业,要求加大就业培训力度,促进多渠道就业创业。中国 SIYB 创业培训项目,是
由国家人力资源和社会保障部上世纪九十年代基于中国就业再就业和创业的社会
现实背景,与国际劳工组织一起合作推出的针对小微企业创业老板的系列培训项
目。广州市作为全国经济发展的“排头兵”,得益于创新创业经济的驱动,而 SIYB
创业培训功不可没。然而尽管广州尝试本土特色的 SIYB 项目管理实践,并取得了
一系列丰硕成果,特别是在培训宣传、培训数量和推广速度等方面,由于后续的参
训者积极性不高、培训机构参与培训热情容易一冷一热、培训效果转化难监控等等
问题,影响了创业培训的质量和效果

本文基于此展开研究,选取广州市 SIYB 创业培训效果评估为研究对象,通过
整理国内外 SIYB 创业培训相关研究现状、创业培训效果评估的不同视角、创业培
训效果评估模型等理论综述;归纳整理广州市 SIYB 创业培训效果目前实施的评估
工具,针对 SIYB 创业培训效果评估存在的创业学员创业水平层次评估不够细化、
培训反馈信息有些形式化、培训后续服务评估内容不够持久等问题,提出了把之前
从培训前、培训中和培训后三个阶段的评估方法修改为“四级评估模型”,将 SIYB
创业培训工具进行分层,分为“反应层级评估、学习层级评估、行为层级评估、结
果层级评估”,根据思维导图,结合各个层级的培训目标,重新构建一个完整的创
业培训评估模型和创业培训效果评估自评表;接下来选取番禺区就业训练中心 SIYB
创业培训评估工作为例,运用完善后“SIYB 创业培训效果四级评估模型”和自评表,
在创业意愿、创业成功率、创业行业分布等方面进行统计分析,反馈学员在“反应
层级、学习层级、行为层级、结果层级”四个层级方面达到的培训效果,提出在创
业效果评估方面需要完善的层级

最后在通过对广州市 SIYB 创业培训效果分析的基础上,从转变培训学员观念、武汉工程大学硕士学位论文

提高教材的适用性、打造特色课程,实施“技能+创业”的培训新模式、加强创业
师资建设、加强创业培训与企业、社会的联系、完善创业培训后续服务体系等六个
方面,对提升广州市 SIYB 培训效果评估工作提出相应的措施建议

Abstract
With the great development of economy and the great progress of the society, Our
country increase the intensity of industrial structure adjustment, the world financial crisis
is deepened and the college graduates increase sharply, the urbanization process is
accelerated, The number of college graduates has also increased dramatically.These
changes make our country&39;s employment and reemployment problems become
increasingly prominent social problem. In order to solve these problems, the CPC Central
Committee clearly put forward the strategy which is implement the development strategy
of expanding employment and promote entrepreneurship opportunities to influence
employment in the 17th report.Under the guidance of congress spirit, All local
governments clearly put forward the slogan national entrepreneurship action, and make
a lot of corresponding entrepreneurship support policy, for the majority of the people
their own businesses created good conditions.
SIYB entrepreneurship training project in China, according to the need of
employment and reemployment and entrepreneurship in our country, by the state of
human resources and social security cooperation with the international labor organization,
to promote the employment and training programs.Although Guangzhou SIYB
entrepreneurship training has made some achievements in training quantity and
promotion speed, they still have some problems. For instance, the enthusiasm of trainees
is not high and the training textbooks are not very appropriate. The trainees are
influenced because of limitation. The practical ability of trainer team is not very skillful
so the processes of whole training lack some connection with enterprises and society. The
subsequent support service system is also not perfect. They influence the quality and
effect of entrepreneurial training.
This article is based on this study about the Guangzhou SIYB entrepreneurship
training effect evaluation in domestic and overseas enterprises. It collects the research
trends of SIYB entrepreneurship training related research status at home and abroad、
entrepreneurship training effect evaluation of the different Angle of view 、武汉工程大学研究生学位论文

entrepreneurship training effect evaluation model theory were summarized; To
summarize the current evaluation tools of Guangzhou SIYB entrepreneurial training
effect, For SIYB entrepreneurial training effect evaluation of entrepreneurship students
entrepreneurial level evaluation is refined, feedback from some formal training, training
content not long-lasting problems such as the follow-up service evaluation, In this paper,
the evaluation methods of the three stages of training is changed to “four-level evaluation
model”. The SIYB entrepreneurial training tool is divided into four levels:response level
assessment, learning hierarchy assessment, behavioral level assessment, result level
evaluation. According to the thought map, combining the training objectives of each
level, a complete self-evaluation model of entrepreneurial training evaluation model and
the effect of entrepreneurship training are re-established. As Panyu district employment
training centers SIYB entrepreneurship training evaluation work for example, after the
completion of using SIYB entrepreneurship training effect four evaluation model and
self-evaluation table, in the entrepreneurial intention, entrepreneurial success,
entrepreneurial industry distribution statistical analysis, Feedback the training effect of
students on the four levels of response level, learning level, behavior hierarchy, result
level is proposed, and the level of improvement in the evaluation of entrepreneurial
effect is proposed.
Finally,through the Guangzhou SIYB entrepreneurship training based on the
analysis of the effect, as changing the concept of training, improve the applicability of
teaching materials, creating characteristic curriculum, the implementation of skills and
entrepreneurship new mode of training, strengthen the pioneering teachers construction,
strengthening the training and enterprise, social contact, perfecting entrepreneurship
training from six aspects, such as follow-up service system to promote guangzhou SIYB
training effect evaluation of the corresponding measures are put forward Suggestions.
