从总体上看,泉州海洋职业学院的发展经历初建、波动、发展、稳定的过
程与规模化、特色化、多元化的发展趋势。目前仍面临专业建设薄弱、师资不
稳定、生源短缺、资金不足、校园规划不合理、文化氛围不浓等问题,影响因
素主要包含培养目标不明确、管理机制不合理、资源整合不充分、办学模式单
一等。面临国家大力发展海洋经济、建设海洋强国以及经济转型的新时期,国
家部委下发了多个文件加快和促进现代职业教育的改革发展。对于未来五年
(2016-2020 年),泉州海洋职业学院处于规范提升、科学发展的重要战略机遇
期。如何正确分析主要矛盾,并在国家进行职业教育改革的关键时期抓住机遇,
实现可持续发展,是泉州海洋学院面临的关键性问题。通过泉州民办高职教育
规模扩大但生源短缺、硬件优良但软实力落后、专业多而不精、办学模式灵活、
注重人文教育的特点,分析泉州海洋职业学院可持续发展可以从品牌化战略、
产业联合发展战略、差异化战略三个方面入手。基于前面提出的基本战略思路,
对于泉州海洋职业学院的可持续发展从十个方面提出了具体实施策略:深化教
学改革、不断提升专业建设水平、加强师资队伍建设、加强学生管理与“双创”
教育、做好招生就业工作、加强信息化建设、提高科研工作与社会服务工作水
平、扩大对外合作与交流、加强校园文化建设、加强国防教育基地建设等

Abstract
Quanzhou as the starting point of the sea Silk Road city, because of its profound
cultural heritage and rich cultural heritage by the United Nations as the East Asian
cultural capital, in the national reform and opening up the forefront of the national
comprehensive reform pilot one of the pilot cities.Now, Quanzhou is in the economic
transformation and supply side of the reform of the important moment, the early
planning and investment in education, effective protection of the rational distribution
of human resources is placed in front of our strategic key.Quanzhou since the
beginning of the Ming Dynasty because of its prosperity and the popularity of private
schools, cultivate a large number of national and social contribution to the useful
talent.The rise of vocational universities and the birth of private universities,
Quanzhou private higher vocational education for the emergence and development of
a solid foundation.Since 2000, Quanzhou private high vocational education
development, 15 years, private colleges and universities from scratch, from small to

On the whole, the development process of Quanzhou Ocean Institute has

start from the brand strategy, industry joint development strategy and differentiation
strategy.Based on the basic strategic ideas,For the sustainable development of
Quanzhou Ocean Institute, ten aspects are put forward:deepening teaching
reform,improve the level of professional construction,strengthening the construction
