SZ 城投公司转型发展策略研究

自 20 世纪 80 年代起，城投公司作为地方投融资平台萌芽，随着其不断推广和发
展，投资规模越来越大，负债率越来越高，其原有发展模式已经不能持续，生存也遇
到了困难。国家宏观政策和企业自身发展都要求城投公司转型。本文主要以规范分析
结合实证分析的方法进行研究。以 SZ 城投公司当前的现状、面临困境和存在问题的
分析为基础，依托工作实践中积累的相关数据、信息及案例，通过借鉴国内与之相关
成熟的理论研究、文献调阅、分析归纳等多种方法，对城投公司转型发展可以用到的
理论、资料进行分析，结合 SZ 城投的 SWOT 分析情况，找出转型发展的具体路径，
从而确定切实可行的转型策略，为 SZ 城投公司在新形势下的转型发展提供创新的、
可行的、具体的建议和思路。也可为其他地方投融资平台转型发展提供一些参考和借
鉴

Abstract
