摘要
企业在市场经济竞争中由资源依赖逐步向人才禀赋转换,人力资本是企业发展的核
心优势,对人力资源的开发与培训将很大程度上变为了企业在市场上的竞争优势。综合
优化人力资源的布局,加强对人才的培训与能力开发,合理利用人才优势,有助于实现
企业的战略规划。因此对人才的培训则成为企业进行人才资源管理的重要组成部分。本
文主要从以下几个方面展开论述。第一部分主要分析研究的背景、研究的意义、研究方
法以及国内外研究现状,把握当前研究的状态,分析研究中存在的各种问题以及研究中
的进步,为整个研究奠定了相关的理论基础;第二部分主要分析与员工培训的理论基础,
着重从需求层次理论、现代培训理论、学习型组织理论以及人力资本理论出发,为文章
分析提供理论支撑与理论依据;第三部分主要是对 A 企业人力资源培训现状进行分析,
了解企业的基本性情况,全面把握企业在人力资源培训中的状况;第四部分则是对 A 企
业人力资源培训存在的问题以及原因分析,认为培训体系上没有科学的培训需求分析、
培训内容也过于单一,培训投入预算不足以及培训效果评估不全面等问题,就此分析原
因;第五部分则主要是立足于问题与原因的分析提出 A 企业人力资源培训体系优化的原
则、思路以及目标,立足于培训过程各个环节提出体系优化应从培训需求、培训理念、
培训对象以及培训评估等多个方面入手,综合协调各类因素;第六部分主要是从物质保
障、平台保障以及制度保障这三个维度出发推动优化后的培训体系正常化实施

本文以 A 企业为案例综合运用文献分析法、案例法以及实证研究法对展开其人力资
源培训体系建设,结合企业发展的特色以及企业发展的实际情况,立足于人力资源相关
理论基础,构建并优化企业人力资源培训体系,并以动态性观点适时调整培训的侧重点,
整合各种要素加强人力资源的数量以及质量建设。提出兼容企业需求与员工需求共同融
入到培训需求中;培训评估坚持阶段化分析,统筹企业成本效益与员工个人职业生涯发
展;坚持在培训体系建构与分析中指标能够定量化、权重化,以科学的论证规范人力资
源培训体系,优化人力资源培训格局

A 企业人力资源培训体系优化有助于推动 A 企业内部人力资本的开发与培育,能够
建立健全的人才梯队,为企业培养更多的优秀人才,推动企业战略目标的达成,同时也
为其他行业人力资源培训提供可借鉴性经验,推动人力资源培训理论与实践的发展

ABSTRACT
Enterprise in market economy competition from resource dependence gradually to
talent endowment, human capital is the core of enterprise development advantages, the human
resources development and training will be largely into the competitive advantage of
enterprise in the market.The layout of the integrated optimization of human resources,
strengthen the training of talent and ability development, reasonable use of talent advantage,
help to achieve the strategic planning of the enterprise.As a result of talent training becomes
an important part of human resources management in enterprise.This article mainly from the
following several aspects.The first part mainly analyzes the research background, research
significance, research methods and research status at home and abroad, grasp the current state
of the research, analysis and study of the existing problems and progress in the research, for
the whole research laid the theoretical basis of the relevant;The second part mainly analyzes
the theoretical basis and staff training, emphatically from the hierarchy theory of needs,
modern training theory, learning organization theory and human capital theory, provide
theoretical support for the analysis and theoretical basis;The third part mainly analyzed about
the present situation of A corporate human resources training, understand the fundamental
situation of enterprises, comprehensively grasp the enterprise in the human resources training
conditions;The fourth part is about the problems existing in the enterprise human resources
training and A root cause analysis, think that there is no scientific training system of training
demand analysis, training content is too single, training budget shortfalls and training effect
evaluation is not comprehensive, to analyze the reason;The fifth part is mainly based on the
analysis of the problems and reasons put forward A corporate human resources training
system optimization principle, train of thought and target, each link is put forward based on
the training process system optimization should be training needs, training concept, training
objects and training evaluation, and other aspects, comprehensive coordination of various
factors;The sixth part mainly from material support, platform support and system guarantee of
the three dimension of promote the optimized training system normalization.
In this paper, A case of the enterprise integrated use of literature analysis, case method and
empirical approach to expand its human resources training system, combining with the
characteristics of enterprise development and the actual situation of enterprise development,based on the human resources related theory foundation, build and optimize the enterprise
human resources training system, and the emphasis of the timely adjust training from A
dynamic point of view, the integration of various elements to strengthen the construction of
quality and quantity of human resourcespatible with enterprise requirements and staff
requirements into training needs;Adhere to the training evaluation phase analysis, as a whole
enterprise cost benefit and employee personal career development;Insist on training system
construction and the analysis of indicators can be quantified, weight, specification in scientific
argument of human resources training system, optimize human resources training pattern.
A corporate human resources training system optimization is helpful to promote the
development and cultivation of A human capital within the enterprise to establish and improve
the talent echelon, cultivate more talents for the enterprise, promote enterprise strategic goals,
as well as other industry human resources training provide helps for experience, promote the
development of human resources training theory and practice.
