作为内蒙古自治区最大的地方铁精矿生产企业之一,石宝铁矿集团经历了
乡镇企业、乡镇与国有联营、国有控股、民营股份制等四个发展阶段,企业由
建矿时的铁矿采选业发展到铸造业、农牧业、旅游业多业并举,实现了质的飞
跃。现在石宝铁矿集团面临着宏观经济形势低迷,资源储备大量消耗,管理水
平亟待提升等问题,如何突破发展瓶颈,进行战略审视定位和选择,关系着石
宝铁矿集团持续稳健发展大局
基于以上背景,本文使用战略理论分析法、PEST分析法、SWOT分析法
以及波特五力模型等对石宝铁矿集团的发展进行研究,以达到系统了解石宝铁
矿集团发展现状的目的。具体地,本文在相关理论的基础上,以石宝铁矿集团
为例,对其发展历程、发展现状等进行了分析,然后使用PEST分析方法与波
顿五力模型分别对石宝铁矿集团的宏观环境与产业环境进行了分析。接着使用
SWOT分析方法对石宝铁矿行业的发展情况进行了研宄。最后对石宝铁矿集团
的发展战略进行了定位,同时为确保顺利向战略目标推进,也提出了相关保障
措施。该研宄对于石宝铁矿集团以及其他同行业公司的发展都有着重要的意义

力资源管理等内部管理工作,来确保石宝铁矿集团战略目标的顺利实施

II Abstract
Steel industry as the basic industry of economic development .It has an
important meaning for China in the period of industrialization. In recent years.
Chinafs steel production has been in the forefront of the world. However, with the
deterioration of the international economic situation, limited excess production
capacity and strict supervision, the development of many mining companies
including ShiBao Iron Group have been affected. Therefore, it is necessary to
combine our own development characteristics and status, take advantage of various
advantages and opportunities. Analyzing our own development strategies is also
necessary to realize sustainable development of iron ore enterprises
As one of the largest local iron ore concentrate production enterprises of Inner
Mongolia, Shibao Iron ore Group experienced four development stages. They are
stages of township enterprise, township and state-owned joint operation, state-owned
and private joint-stock. In the early stage, the company only involved in iron ore
acquisition.However, the company has made a qualitative leap by exploring foundry
industry, agriculture and tourism simultaneously. Now, Shi Bao iron ore Group faces
many new problems, such as a downturn in the macroeconomic situation, large

development bottleneck, examine strategic positioning and selection, will directly
determined the continued healthy development for Shibao Iron Group,
Based on the above background, this article uses the theory analysis. PEST
analysis, SWOT analysis and porter five model to study on the development of Shi
Bao Iron Group. All of these are helpful to achieve the goal of studying the
development status of Shibao iron ore Group systematically. Specifically, this paper,
on the basis of relevant theories, take Shi Bao iron ore Group as an example, gives
an deep analyze to the development course and current situation of the group. Then it
analyzes the macro environment and industry environment of the group through the
PEST analysis method and the bottom mode. Next, SWOT analysis is used to study
III the development of Shibao iron mine industry. Finally, the development strategy of
Shibao iron mine group is located, and the relevant safeguard measures are also put
forward in order to ensure the smooth progress of the strategic target. The research is
of great significance to the development of Shibao iron ore Group and other industry
companies.
Through the study I found that although the government gave some relevant
local policy support in the process of development for Shibao Iron ore Group, the
development of the enterprise has been limited by the international economic
situation changes, homogenized competition and overcapacity problem. Shibao Iron
ore Group has a large reserve and production cost is lower than the average of its
peers, and the iron concentrate produced is a high quality product with low sulfur
and low phosphorus. In order to make sure the smooth implementation of the
strategic objectives, Shibao Iron Ore Group should re-examine the development of
internal management work, such as the enterprise strategy, attaches great importance
to the concept of change, raises the ability of independent innovation, strengthen the

guarantee, human resource management, internal management.
