京华工程公司综合技术研发、装置流程设计、设备制造、项目施工为一
体,是一家以承揽节能环保工程为主的工程技术公司。公司现有组织结构为直
线职能式,随着公司近年来规模不断扩大、业务不断增加,现有组织结构已不
能满足公司发展战略和运营目的的需求。因此,本文在研究相关的理论及实践
方法的基础上,着眼于优化公司的组织结构与明确岗位职责,主要采用问卷调
查的方法收集与公司相关的基本材料,并利用绘图软件 Origin8.5 对数据进行
统计、分析、凝练,发现公司现有组织结构和岗位职责存在的关键问题,在此
基础上有针对性地为公司设计了以矩阵制为主的组织结构、针对部分部门职能
优化部门岗位结构并制定了明确的岗位职责

Abstract
A good organization structure is benefit for company to achieve their develop
strategy and operation target more quickly. The good organization structure can also
help company to streamline its organizations, accelerating the sharing of
information, remain flexible, retain flexibility and motivate employees, and then the
company can get the maximal benefit and maintain its market competitiveness. The
functional departments are set on the business processes which can create large
value. The scientific and reasonable design of position resposibities for different
functional departments and employees can help company to allocate reasonably,
invite the right persons, and attribute the development of company with strong
competitiveness.
Jinghua engineering company is engaged in energy conservation and
environment protection, which includes technology research and development,
system design, equipment manufacture and project construction, et al. Now, the
organization structure with linear system is adopted by the company, however, this
structure cannot meet the needs of develop strategy and operation target of company.
Based on these problems, the organization structure and position responsibility are
redesigned with the help of organization structure design theories. The
questionnaire was adopted to find factors which are obstacles to the company&39;s
development. The collected data and pictorial diagrams are analized by statistical
method based on Origin8.5 software. The new matrix system is used to design
company’s organization structure and the detailed position responsibilities for
different functional department and employees are proposed.
