国内对民办高校的研究主要集中于肯定已取得的成绩、存在的问题和解决
的对策,针对具体个案研究其发展战略的较少。M 学院是一所泉州地区的民办
本科高校,在泉州民办高校中具有一定的代表性。本文以 M 学院作为研究对
象,对 M 学院的发展环境和战略规划进行深入研究。
首先,本文在阅读了大量民办高校发展战略相关文献的基础上,对相关概
念和理论进行梳理和界定。其次,对 M 学院发展的内外环境进行系统分析,应
用 SWOT 分析方法对 M 学院自身的优势、劣势及其所面临的外部机遇、威胁
进行深入分析,并制定分析表。再次,在分析的基础上明确 M 学院发展战略的
总体目标:立足泉州,面向福建,服务于区域经济建设,依托 HJ 集团,注重
合作发展和人力资源管理,把 M 学院建成为一所独具特色,以培养实用型人才
为目标的“地方性、应用型”职教本科高校,并制定出 M 学院的发展战略:差
异化发展战略、合作发展战略、人力资源战略。最后,为了保障 M 学院发展战
略的实施,提出了几项保障措施,包括明确办学定位,打造自身特色;创新模
式,提高教学质量;校校合作,校企合作;健全人才管理机制。
本研究的价值在于分析 M 学院的发展环境,制定 M 学院的发展战略,促
进 M 学院的可持续发展。同时,为其他同类型的民办高校了解发展动态,制定
发展战略提供实例参考。

Abstract
In line with the needs of social development, China&39;s private colleges and
universities have witnessed a rapid explosion in the process of popularization of
higher education. In recent years, with the tremendous changes of social and
economic environment and the increasing intense competition in the industry, private
colleges and universities are facing the crisis and bewilderment of survival and
development. Therefore, it is worthy to study and explore on how to carry out
strategic planning for the private colleges and universities in the new development
environment.
Researches in China on private colleges and universities mainly focus on the
achievements, the existing problems and the measures, while few of them are aiming
at the development strategies for the specific cases. M College, one of the private
colleges in Quanzhou, is a representative one in Quanzhou’s private colleges and
universities. In this paper, the interview method and the literature research method are
used to make a profound study on the development environment and strategic
planning for M College.
First of all, this paper is trying to sort out and define the relevant concepts and
theories based on a wide reading of the relevant literature about the development
strategies of private colleges and universities. Secondly, through the application of
SWOT analysis, it makes a systematic analysis on the internal and external
environment of M College, and an in-depth analysis of M College&39;s own advantages,
disadvantages and the external opportunities or threat it is facing, and makes the
analytical statement. Moreover, this paper manifests clearly the overall goal of M
college&39;s development strategy on the basis of the analysis --- being based on
Quanzhou and facing Fujian to serve the regional economic construction; relying on
HJ Group, focusing on cooperative development and human resource management to
build up M College into a unique “local, application-oriented” vocational
undergraduate college which is aiming to cultivate talents of practical skills.
Meanwhile, this paper establishes the development strategy for M College ---III
differentiated development strategy, cooperative development strategy and human
resources strategy. Finally, a number of safeguards are put forward in order to make
sure that the development strategy be carried out properly, including a clear
positioning of the school, creating their own characteristics; innovative models to
improve the quality of teaching; cooperation between schools, cooperation between
school and enterprises; and the improvement of the mechanism of talent management.
The value of this study is that it analyzes the development environment, develops
the development strategy, so as to promote the sustainable development of M College.
Meanwhile, it provides a referential case for other congeneric private colleges and
universities to know the development trend and establish development strategies.
