摘要
为提升海亮公司科技创新能力,促进公司持续发展,为公司做大
做强打下良好的基础,有必要研究公司的科技成果转化问题,以便
提高科技成果转化效率和效益

论文总结了海亮公司生产实践,分析了公司的发展史及技术创新
进程,总结了取得的成绩,指出了在科技成果研发和转化方面存在
的研发不成功、研发过程缓慢,不能快速实现转化等问题,分析了
出现问题的机制与环境、配套设施、立项选题等原因,结合公司的
实际情况,构建了适合公司长远发展的科技成果转化新模式。它以
企业自主研发、自我转化为基础,与学校、研究院所联合成立研究
机构,进驻企业,与企业原有技术中心相结合的新型技术中心,使
技术中心的功能由原来单纯的为企业技术生产服务转变为战略决策
平台、职能支持平台、“总分统筹、分布研发”式研发平台,建立分
布式研发协同、高强度创新激励、多通道人才发展、制度化研发投
入、联盟式产学研合作、学习型文化支撑等六大运行机制,实现“新
型技术中心研发、企业自身转化”的成果转化新模式的良好运行。最
后,提出了以“企业高层领导的关注与支持”为前提,以“加大科技构
建经费”为基础,以“加强实验设施建设,争创国家重点实验室、提
升信息化建设,提高研发管理效率、培养科技人才队伍,打造一流
的创新团队”为手段的科技成果转化新模式的保障措施

ABSTRACT
ABSTRACT
In order to improve Hailiang companys scientific and technological
innovation capability for a sustainable development and lay solid base
for making the company growing stronger, it is necessary to study the
topic of scientific and technological achievements conversion to
improve the convention efficiency and benefits.
The paper, summaried Hailiangs production practice and
achievements achieved, analyzed the companys developing history and
its progress in technology innovation, and then proposed the problems
existing in the process as failure and on R&D, slow pace in both R&D
and also its convention. The paper then digs further from different
aspects as mechanism and environmental, supporting facilities, project
foundations etc the reasons for creating the above problems and based
on the analysis and connecting with the companys practice, put forward
the new scientific and technology conversion model suits the long term
developments of the company. The new model is based on the
companys independent research and development and its
self-conversion capability, setting up joint research institution with
schools and institutions, update the original technology center with its
function turning from the simple company technology service into the
platform for company strategy making, function support, and R&D with
overall planning and in steps R&D. Establish a six major operational
mechanisms including by step R&D collaboration, high-intensity
innovation motivation, multi-channel talent development,
institutionalization on R&D investment, the unification of production,
learning and research and a learning-type organization support to
accomplish the smooth operation of the new achievements conversion
model of research and development from the new technology center
and self-transforming within the company. Finally, The paper proposed
guarantee measures with the company top management teams support
as the premises, with larger investment on R&D budget as the base, with
improving the experimental equipments, fighting for national key
laboratory center, strengthening the information construction and the
R&D management, cultivating talents to build the first class team to
guarantee the carrying out the new model built.
