21世纪以来,全球服务贸易蓬勃发展,作为国际贸易基础性规则的GATS

在促进市场幵放、促进贸易发展方面功不可没。然而,随着国际形势的变化,以

WTO平台推动服务贸易继续开放难度越来越大。为了促进服务贸易市场开放,

美欧部分国家开始推动新的国际服务贸易协定 Trade in Services Agreement

(简称TISA)。作为国际贸易大国,准确判断未来这一新的规则体系对我国金融

服务业可能带来的挑战和机遇,立足长远、权衡利弊,制定积极有效的应对策略

具有重要的理论和现实意义。

本文在参考前人研究GATS对我国金融服务贸易影响的基础上,结合我国金

融服务贸易发展现状作了进一步的研究,提出了自己的观点和看法。导论之后,

本文按其内在逻辑关系分为五个部分:第二章阐述了从GATS到TISA的历史演

进和最新的谈判进展,并对TISA谈判做出了前景展望。第三章详细比较分析了

GATS和TISA的服务贸易规则,包括GATS、TISA的一般条款和关于金融服务

贸易上的条款。第四章分析了我国的金融服务贸易发展现状,总结了我国金融服

务贸易发展的问题。第五章综合前两章内容,分析了 TISA对我国金融服务贸易

市场可能产生的影响。最后,第六章针对我国金融服务贸易发展过程中的一些问

题和未来TISA对我国可能的影响,提出了促进我国金融服务贸易发展的对策建

议。

ABSTRACT

Since twenty-first Century, the global service trade is booming,as the basic rules

of GATS in promoting open markets, promote the development of the trade

contributed. However, as the international situation changes, the WTO platform

members promote trade in services continue to open more and more difficult. In order

to promote the market access of trade in services, the United States and Europe and

other members began to promote the international service trade agreement -- Trade in

Services new Agreement (TISA). In 2013 October, China announced formally applied

to join the TISA. Accurately determine the new rules may bring to China's financial

services industry challenges and opportunities, based on long-term, weigh the

advantages and disadvantages, moderate opening the financial market, make decisions,

the transformation and upgrading of economic sustainable development, is the

important measure to promote the reform, promoting the development of the open.

Based on GATS in reference to previous research on the impact of China's

financial services trade, combined with the development status of China's financial

service trade has flirtha: research,put forward their own views and opinions. In this

paper, according to its inherent logic is divided into five parts: the second chapter

describes the historical evolution from GATS to TISA, the TISA is described in detail,

including the generation,development and the latest progress in the negotiations, and

to make the prospect of TISA. The third chapter detailed description of GATS and

TISA service trade rules, general terms including GATS and TISA, and a review of

terms of trade in financial services. The fourth chapter analyzes the current situation

of financial service trade development in China, summarizes the development of

China's financial service trade problems. The fifth chapter based on the first two

chapters, the effects of TISA may have on China's financial service trade market

analysis. Finally in the sixth chapter, according to the influence of some problems in

TISA and the development process of China's financial service trade in our country,

puts forward some countermeasures for promoting the development of China's

financial service trade.
