知识经济时代背景下,企业的竞争不再单纯局限于业务的竞争,而趋向更关
注人才的竞争,将人力资源部门的非核心业务交由第三方专业公司负责已经成为
当前的主流手段。但人力资源外包目前并没有相对完善的体制和法律约束,在外
包的过程中还是存在许多问题。
本文的研宄对象XX公司是全球五百强的通信企业,在行业内有着领先的地
位,其竞争对手不断地在抢占xx公司的中国市场份额。xx公司在全国是属于比
较早采用人力资源外包模式的企业之一,其外包员工所占比例远远大于自聘合同
制员工,外包员工队伍的稳定性和外包员工的竞争能力将直接制约xx公司的企
业核心竞争力。
本文综合运用文献研宄法、案例分析法与问卷调查法结合,借鉴相关理论知
识、通过理论与实际情况相结合,力争深入的研宄XX公司云南项目的人力资源
外包过程中存在的问题和解决的办法。本文首先介绍了选题的背景和选题的意义、
研究的内容和方法,其次阐述了人力资源外包的理论和其国内外发展,并在此基
础上对XX公司云南项目的人力资源外包现状进行分析,指出目前存在的问题,
针对问题提出了具体的优化方案。

In the backgro\md of knowledge economy ^ the competition among companies not
only confined in business, but also it has a tendency shows that human resource
management is taking the focus place of the competition. Professional human resource
management companies involve in non-core business of human resource of those
companies become mainstream. However, there are no relative supervision system and
legal constraints for hiiman resource outsourcing; and it still has many problems in the
process of outsourcing.
The objective of the research is XX Communication Company, which is one of the
world's top five hundred enterprises. XX Company is in lead position of the world's
communication market although its competitors constantly seize its market share. XX
Company begins to outsource human resource early in China and the percentage of tiie
number of its subcontractors is much bigger than its own stuffs. The stability and
competence of the subcontractors directly restrict is competitiveness.
Though thesis researches, case study,and questionnaire survey, the paper tries to
analyze the problem in the process of human resource outsourcing of XX Company and
to find solutions. The paper primarily introduces tiie background, the meaning of this
subject, the content to be studied and the research method. Secondly, the paper
elaborates Hie theory of human resource outsource and its situation and development in
China and abroad,then began to analyze the current situation of human resource
outsource of XX Company and expose the existing problem. Finally, it proposes
solution and optimization plan to XX Company.
