信息化程度已经成为衡量一个国家和地区经济综合实力的重要标志,加快信息化
建设成为21世纪人类共同进步发展的主要手段。在这样的大背景下,传统的城市管
理理念面临着新的挑战,突出体现在城市管理模式当中信息不对称,管理当中缺乏有
效的监督和调度不够及时的问题日益显现。那么如何运用信息化技术来管理城市,服
务沈城百姓成为管理者新的研究课题。

自2004年北京市东城区率先创建网格化城市管理模式获得成功以后,该管理模式
迅速在全国范围内推广,各大城市如同雨后春笋一般,跟据自己城市管理的实际需求,
先后建成了数字化城管这种全新模式。经过多数人不断的努力,数字化城管模式不断
完善,取得了让人满意的效果,解决了大量城市管理中的问题,沈阳市行政执法局在
总结了各地的成功经验之后,也在积极准备筹建数字化城管模式。

本文主要结合自己的实际工作,站在管理者的实际应用角度,对沈阳市行政执法
局数字化城管信息系统在应用层面进行分析和设计。主要从实际的需求角度出发,剖
析了沈阳市行政执法局数字化城管的现状,通过对数字化城管的内涵、理论架构、核
心技术、基本需求多方面考虑的基础上,对数字化城管的信息系统进行设计,为了保
证该系统能够真正建设实施,构建了数字化城管信息系统的保障措施,做为探索数字
化城管信息系统的新模式,希望本论文能够对沈阳市城市管理新模式的探索和发展起
到积极地推动作用。

Enter twenty-first Century, the informatization level has turn the world upside down
change, informatization has been integrated into all areas of society, information
technology and the combination of city management has become the inevitable trend of the
development of city.
Informationization has become the measure of a country and region economy the
important sign of comprehensive strength, accelerate the construction of informationization
in twenty-first Century to become the main means for human to seek common progress.
Under this background, the traditional city management is facing new challenge, reflected
in the city management model of information asymmetry, the lack of effective supervision
and restriction mechanism highli^its the growing problem of So how to use information
technology service management city,Shenyang city people become managers new topic.
Since the 2004 Beijing city Dongcheng District first to create the city grid management
mode, the Ministry of construction in the nationwide promotion of the pattern, each big city
like bamboo shoots after a spring rain, according to their own city management actual
demand, has completed the construction of the new pattern of digital urban management.
After many years of efforts, the digital urban management mode is ceaseless and perfect,
obtained satisfactory results, to solve a lot of problems in the management of city,
Shenyang City Bureau of administrative law enforcement in summing up the successfiil
experience after all,is also actively preparing to build digital city management model.
This paper combined with their own actual work, on the management of the practical
angle, to the Shenyang City Bureau of administrative law enforcement of digital urban
management information system in the application of level analysis and design. Mainly
from the angle of actual demand, analysed Shenyang city administrative enforcement of
digital urban management present situation, through to the digital city management
connotation, theoretical framework, the core technology, the basic needs to consider many
aspects on the basis of the digital urban management, information system design, in order
to ensure the system to construction, construction of digital urban management information
system security measures, as exploration of digital urban management information system
of the new model,hope this paper can the city of Shenyang City, the new management
mode of exploration and development play a positive role.
