本论文是描述D供电公司状态检修管理现状、管理中存在的问题以及如何解决问题
提升管理水平的案例论文,旨在研究科学、合理、经济以及适应我国国情的变电设备检
修管理制度。
上世纪五十年代以来,对变电设备的检修工作,我国一直实行定期检修制度。随着
科技的进步和经济的发展,电网的容量逐渐增大,客户对电网稳定性也提出的更高的要
求,传统的定期检修制度已无法适应电网安全性以及运营经济性的需求,新的检修制度
亟待提出。上世纪90年代开始,我国开始了对状态检修这种新型的检修体制的研究和
尝试。经过多年实践经验的总结,状态检修体制已逐步成熟。近年来,变电设备的状态
检修更是作为降低检修成本、提高供电可靠性的重要手段越来越受到重视并在供电公司
得到大力的推广。然而,状态检修制度在推广的过程中也暴露出管理方法上存在的一定
程度的不足。如何充分借鉴发达国家在电网设备检修工作的成功经验,依靠科技的进步
和管理的创新,总结出适应自身实际的设备检修管理方法将是一项重要的课题。
本文通过对D供电公司状态检修管理案例的研究,分析发达国家全员生产维修和以
可靠性为中心的维修策略,指出目前状态检修推进过程中所面临的问题,并提出优化检
修管理的新思路,包括对设备选型、设备综合评价、设备检修方式决策以及相应保障措
施的建议,构建了以TPM、RCM、LCC、风险评估等管理理念为基础的设备检修管理模型,
从而使设备检修任务的安排更科学、合理、高效,节省了检修的人力、财力和物力,有
利于提高电力系统的可靠性和稳定性。

A Case Study on Condition-Based Maintenance Management for Power
Distribution Equipment in D Power Supply Corporation
Abstract
This case paper is to describe D Power Supply Corporation of the present situation of
condition-based maintenance management for power distribution equipment, the problem in
management and how to improve the management level to solve the problem. And this paper is
in order to explore scientific,reasonable, economic, and adapt to the situation of our country's
maintenance management system.
Since the 1950 s,the power distribution equipment maintenance has been implement
preventive maintenance system in our country. With the progress of science and technology and
the development of economic, the capacity of the power grid increases gradually, also put
forward the higher requirements of customers on the stability of power grid,the traditional
system of preventive maintenance have been unable to meet the requirement of network
security and operating economy, new maintenance system is put forward. Since the early 1990
s,the domestic research and exploration of condition-based maintenance has begun. After
many years of practical experience summary, in recent years, the condition-based maintenance
for power distribution equipment as an important means to reduce maintenance cost has been
paid more attention to enhance the reliability of power supply and got a promotion in State Grid
Corporation of China. Condition-based maintenance management, however, in the process of
gradual popularization also exposed the lack of management on a certain extent, how to fully
draw lessons from the successful experience of developed countries in the power grid
equipment maintenance, relying on the progress of scientific and technological and the
innovation of management, and how to summarize the method adapt to the actual equipment
maintenance management will be an important topic.
Based on the case study of condition-based maintenance management in D Power Supply
Corporation, analysis of the developed countries total production maintenance and reliability
centered maintenance strategy, points out the problems of the condition-based maintenance,
and put forward new ideas to optimize maintenance management, including the type selection
of equipment, comprehensive evaluation of equipment, the way to decision the type of
equipment maintenance as well as the suggested corresponding safeguard measures, built an
equipment maintenance management model based on TPM,RCM, LCC, risk assessment and
other management concept, so that the arrangement of the equipment maintenance tasks
