摘 要

改革开放以来的经济发展,使我国的城市建设在近几十年突飞猛进。与之相比我国

的城市管理体制建设却迟迟没有改进,越来越跟不上现代城市化的脚步,寻找城市管理

新模式已经迫在眉睫。随着信息化和数字化技术的发展和应用,数字化城市管理作为一

种新兴的城市管理模式应运而生。笔者通过工作机会接触了 A市B区的数字化城市管理

系统建设研讨的过程,对数字化城市管理理论有了深入的了解,并通过对B区管理状况

的分析,探索了适合B区城市管理的新模式以及具体方法,对于项目实施也提出了一些

建议。

本文以阐述城市管理、数字化管理的一般概念为开端,介绍了数字化城市管理的发

展和在我国的实践状况。并以B区的数字化城市管理系统建设为核心,围绕管理体制、

管理方法、管理主体三个方面,分析了B区城市管理的需求并规划设计了B区的数字化

城市管理体系,也通过项目实施方案,论证了数字化城市管理的可行性和有效性。

本文的研究成果主要是:在B区城市管理工作现状基础上,剖析出一系列问题背后

的管理体制、管理方法、管理主体三个方面的根源,运用数字化城市管理的理论和方法,

建立了统一管理、监管分离、分工明确的体制,运用“单元网格管理法”、“城市部件、

事件管理法”等信息技术手段,重新打造了B区城市管理的流程,打破了旧有模式下根

源问题对城市管理的负面影响,形成了一套适合B区的城市管理新模式,同时也为区一

级政府的数字化城市建设发展提供了借鉴和建议。

Study on the Construction of Digital Urban Management System for

District B

Abstract

With the reform and openness, the city construction in China has been highly developed

when the economics jumped up over last decades. However,the traditional urban

management has not improved to match the step of modern urbanization. To initiate a new

model of urban management became a Must. And the digital urban management has come out

as a new model at the age of informatization and digitalization. The author accessed the study

on digital urban management system setup for District B of City A and researched the concept

and theory on the digital urban management deeply; worked out the model and solution for

urban management of District B based on analysis of original urban management status and

also suggested on project implementation.

The paper started with concepts on urban management and digital urban management,

and then introduced digital urban management's development and practice in China. With the

focus on the digital urban management system build-up of District B,the paper studied the

queries on varban management of the District and provided the design of the management

system about management structure, management method and management subject. And it

proves the possibilities and effectiveness of digital urban management system based on the

project implementation plan.

The results of study include: finding out the root causes of urban managerial problems on

management structure, management method and management subject from the present urban

mmiagement analysis for District B,utilizing concepts and solutions of digital urban

management to build-up a management structure with central management,division of

monitor and supervision, clarification on roles; leverage 'Unit Mesh,and 'Municipal

Component'; reengineer the management process and erasing the negative impact of

traditional urban management model with purpose of setting up a customized urban

management system for District B. And it also offers some references and advises on digital

urban management practice for District level government.
