沈阳胡台新城为沈阳市级经济技术开发区,目前,开发建设如火如荼,产业发展

势头强劲。各项事业都取得了重大成就,正日益凸显出对沈阳西部经济和社会发展举

足轻重的龙头支撑和先导带动作用。沈阳胡台新城同样面临着机遇与风险并存的局

面,存在开发建设资金不足、缺少融资渠道、融资模式单一、引进项目遭遇土地指标

限制、管理人员缺乏战略意识等一系列问题。建立行之有效的财务战略、解决开发建

设过程中存在的问题,是沈阳胡台新城的当务之急。

本文对沈阳胡台新城经济发展现状、产业发展现状和基础设施现状进行了分析,

通过外部环境和内部条件的分析,利用SWOT等理论工具,重点描述了财务战略现状

及存在的问题。根据沈阳胡台新城的总体定位和战略目标,建立了沈阳胡台新城的财

务战略目标。沈阳胡台新城的财务战略目标是在沈阳胡台新城总体战略的指导下、筹

集到适当的资金、并合理投放资金,确保资产的高效运营及资产的保值增值,确保胡

台新城资金流动的平衡与高效,而最终实现沈阳胡台新城的总体战略目标。进行了财

务战略模式的选择,根据沈阳胡台新城目前的经济发展水平、产业现状和基础设施的

完善程度,适合釆用稳健性的财务战略。

从融资和投资的角度,重点论述了沈阳胡台新城应采取的财务战略具体措施,为

确保沈阳胡台新城财务战略目标的实现提出了财务战略实施方案和战略控制原则,为

胡台新城解决现实问题提供了指引。

Abstract

Financial Strategic Study of Shenyang Hutai Boomtown

Abstract

Hutai Boomtown is a city-level Economic and Technological Development Zone. At

present not only its construction is in full swing, but also industrial development is in a

strong momentum. All in all its various undertakings have made significant achievements

which highlight the increasingly crucial backup role and guidance for both Xinmin City's

economy and social development. However Hutai Boomtown faces the opportunity as well

as challenge at the same time. With regard to the challenge, first of all, the development and

construction funds are sometimes insufficient; secondly the financing channels is not

enough or too single; thirdly the newly projects encounter land specification limits all the

time; finally some of the managers do not equip themselves with enough strategic

awareness, etc. Therefore it is imperative for Hutain Boomtown to establish highly effective

financial strategy and solve the existing problems in the development and construction

process.

Based on the development zone theory as well as financial strategy theory, this paper

concerns the connection between these two theories. To prove the point, the paper takes

Hutai Boomtown as example,analyzing the current economic and industrial development

of Hutai Boomtown as well as the present situation of infrastructure. Through the analysis

of both the external and internal conditions,it describes the current financial strategic and

existing problems by using SWOT theoretical tools. According to the overall position and

strategic objectives of Hutain Boomtown, a financial strategic objective has been

established under the guidance of overall strategy. Its goal is to raise the appropriate funds

and spend reasonably to ensure the efficient operation of the assets and the preserve and

increase of the value on the one hand, and make sure the balance and efficient of funds flow,

in order to realize the overall strategy and financial strategic selection.Based on the current

economic and industrial development and its degree of perfection of the infrastructure, it is

appropriate to take sound financial strategy.
