城市商业银行是我国金融体系中的重要力量,对国民经济持续稳定健康的发
展起着不容忽视的作用。随着银行间竞争的日益激烈化,城市商业银行越来越需
要从战略上进行管理,从内外部的联系上进行整体性分析,明确发展战略,整合
资源,从激烈的竞争中赢得生存和发展良机。
本文以乌海银行作为研究对象,通过分析乌海银行的发展历史、发展现状,
从SWOT战略要素的角度对其发展所面临的宏观经济环境、行业竞争环境、企业内
部资源和能力等方面进行了深入分析,得出乌海银行所面临的机会大于威胁、优
势强于劣势,应该以SO增长型战略为主体战略,并在此基础上确立了乌海银行的
总体战略、差异化竞争战略以及营销、人力、运营等职能战略,对战略的实施提
出了争取政府支持、提供多种金融服务、发展村镇银行、寻求战略联盟和加快数
字中心建设等几点建议。

Abstract
City commercial batiks are an important force in China's financial system, they
play an important role to the steady and healthy development of national economy. With
the increasingly fierce competition among banks, city commercial banks increasingly
need to manage the strategy, do analysis on the overall from internal and external links,
clear the development strategy, integrate of resources, to win the survival and
development opportunities.
This paper takes Wuhai Bank as the research object,through the analysis of
development history and present situation of Wuhai Bank, do research of
macroeconomic environment, industry environment,internal resources and capabilities
from the aspects of SWOT strategic angle, then conclude that Wuhai Bank faces more
opportunities than threats, more advantage than disadvantages, so Wuhai Bank should
take on SO growth strategy as the main strategy. This paper establishes the overall
strategy, differentiation strategy and the implementation strategy of marketing, human
resource, operation. In the end,it suggests that Wuhai Bank should strive for the
government support, provide a variety of financial services, develop village banks, seek
strategic alliances and accelerate the construction of digital center.
