摘 要
人力资源胜任力管理作为医疗事故鉴定机构运行管理中的核心环节,对提高
其运行效能,树立良好的社会形象而言意义重大。因此,切实做好医疗事故鉴
定机构人力资源胜任力管理工作,是加强其内部管理、完善管理制度建设的一
项重要内容,也是推进医疗事故鉴定机构人力资源胜任力管理制度改革、创建
高效医疗鉴定机构的一项基础性工作。

首先,本文系统分析了山东省医疗事故鉴定机构的人力资源现状,对山东省
医疗事故鉴定机构的现状、措施、成效以及得出的相关经验做了详细介绍,系
统分析了现有人力资源管理状况及其利弊,深入分析山东省医疗事故鉴定机构
员工胜任力研究的必要性。在基本原则指导下,综合运用文献法、理论与实践
相结合、实地调查、统计分析等方法,分析了山东省医疗事故鉴定机构目前存
在的问题,并提出相应的解决方案。以期能够对同行业提供一些参考和借鉴。

Human resource competency management, as a core part of medical malpractice appraisal
institutions management, is of great significance to improve its operational effectiveness and
establish a good social image. So it is an important content to strengthen medical malpractice
appraisal institutions internal management and improve the management system construction, but
also it is a fundamental job to promote the reform of the management system of human resources
competency and create efficient medical appraisal bodies.
Firstly, the paper systematically analyzes the current situation of the human resource
management of Shandong medical malpractice appraisal institutions. It makes a detailed
introduction of the status quo, measures, results and the relevant experience of Shandong medical
malpractice appraisal institutions. And it analyzes its pros and cons,and the necessity of studying
human resource competency management of Shandong medical malpractice appraisal institutions
in depth. Under the guidance of the basic principles, use a combination of means, such as
literature method, the combination of theory and practice, field survey, statistical analysis and
other methods, to locate issues and find the solutions. Hope this article can provide some
references for the industry.
