摘 要
现如今科学技术已经是企业成长发展的主导力量，是形成核心竞争力并
保持竞争优势的重要因素。而技术创新管理则是技术管理体系中的重要组成
部分，是企业开展技术管理工作面临的首要问题。在我国，在激烈的市场竞
争的环境下，很多企业没有制定完整有效的可以使自身技术管理能力持续提
升的发展战略，使得技术创新进步与企业发展之间不能形成有效的循环和促
进，进而相对影响了企业竞争优势的获取。因此，要科学地规划并合理地组
织科研能力，实现最科学、最有效地开展技术管理工作，就必须从企业整体
出发，统筹规划，合理安排技术管理的每个局部，形成整体的技术优势。只
有建立完整的技术管理体系，才能有效地沟通协调固有技术之间的联系，从
整体角度更好地开展技术管理工作，提高企业的综合技术水平。技术管理的
目的是通过技术进步推动企业经济增长，构建科学的技术管理体系。企业战
略目标为导向、创新技术为重点，通过引用合适的方法，持续整合实现。

本文的研究对象是哈尔滨电机厂有限责任公司技术管理体系，主要理论
基础是技术管理理论、技术创新理论，探讨了哈尔滨电机厂有限责任公司技
术管理体系的现状和存在的问题，分析了哈尔滨电机厂有限责任公司技术管
理的劣势，在与国内外同行业技术管理体系相比较之后，制定了哈尔滨电机
厂有限责任公司技术管理的指导方针，构建本公司技术管理的基本原则，构
建了哈尔滨电机厂有限责任公司技术管理体系并进行了整合，最后就完善和
改进哈尔滨电机厂有限责任公司技术管理体系提出了相应的建议。

Abstract
Nowadays scientific technology has already been the mainstream and large
power of companies' development, which has been the essential factors for
companies to compete with others and hold the advantage as well. However, the
technological creation is a significant part in the field of technology
management, and is the main issues that companies encounter. In china, in the
severe competition market, a wide range of companies lack fully developing
strategy of high effective technology management, which affect improvemen t
between technology creation and company development, and also affect
company competition acquirement. Therefore, in terms of improving
organizational scientific capability, realizing the most scientific and effective
technology management, it must be established the whole technological
advantage in the field of company management, arrangement and uniform. Only
to set up the whole technology management system could effectively
communicate technological relations, and conduct technological management
tasks in the widespread perspective, which above enhance the extensive
technological capability. The purpose of technology management is to push the
whole economic growth, so the companies should concentrate on the consistent
development based on important technological creation.
The logic of the essay is sourced from Harbin Electric Machinery Company,
based on technological theory, technological creation, to talk about the currency
and issues in Harbin Electric Machinery Company, to analyze the disadvantage
of technology management in Harbin Electric Machinery Company, to compare
with other same character companies, which consist of the basic principal ,
systematic construction and relevant suggestion according to the improvement
and development of the technology management in Harbin Electric Machinery
Company.
