宁波口岸检验检疫业务流程重组研究
摘 要
对外经济贸易的迅猛发展给我国经济增长带来强劲动力的同时,大量的出入境物流也
给口岸造成了巨大的压力,口岸安全卫生环保质量把关的重要性日益显现,口岸检验检疫
监管面临“任务越来越重、要求越来越严、难度越来越大”的严峻挑战。在当前宁波口岸
检验检疫面临新情况、新问题、新形势的背景下,本文凭借业务流程重组(BPR)理论,
对宁波口岸检验检疫业务流程重组进行了全面的研究。通过业务流程重组理论的思想和原
则的指导,运用其技术和工具,深入分析了宁波口岸检验检疫业务流程的现状和存在的弊
端,主要有:成本问题——组织机构设置过于“职能型”;时间问题——口岸业务信息化
水平薄弱;质量问题——风险管理研究和手段较落后;服务问题:变革缺乏顾客导向和流
程意识。从而在此基础上提出了业务流程重组框架,从强化事前把关、整合信息资源、引
入风险管理、实施分类通检、设置组织机构等方面进行显著重组,并提出了保障做好宁波
口岸检验检疫业务流程重组的相关机制。
基于BPR 理论的宁波口岸检验检疫业务流程重组研究,既拓宽了业务流程重组理论
的应用领域,又很好地解决了宁波口岸检验检疫实际工作问题。这种以流程为中心、以客
户为导向的管理理念,一改传统的以职能为中心、以行政为主导的思想观念,通过口岸检
验检疫业务流程、组织机构和人员的重组,以求口岸检验检疫在严格把关与成本、质量、
服务、时间等方面取得明显的改善,最终实现“提速、减负、增效、严密监管”的目的,
更好地促进社会经济的发展,对于实际口岸检验检疫工作具有一定的指导应用意义。

The Research of Port Inspection and Quarantine Business Process
Reengineering in Ningbo
Abstract
The rapid development of foreign economy and trade provides strong impetus to China's
economic growth. At the same time, a large number of entry-exit logistics brings tremendous
pressure to the port. The importance of port security, health and environmental quality control
therefore becomes increasingly apparent. The port inspection and quarantine supervision is facing
tremendous challenges as “the task gets heavier; requirements grow stricter; difficulties are
tripling. Faced with new situations, problems, and background in the inspection and quarantine
business of Ningbo port, the author carried out a comprehensive study on port inspection and
quarantine business process reengineering in Ningbo by virtue of the Business Process
Reengineering (BPR) theory. Through the guidance of the ideas and principles of BPR theory,
using its technologies and tools, the author has made in-depth analysis of the status quo and
drawbacks of the Ningbo port inspection and quarantine business processes. At present the main
problems include: cost problem— the organization structure is functional oriented; time
problem—the port business information technology is under-developed; quality problem—risk
management research-level and means are laggard; service problem—the transform is lack of
customer orientation and process awareness. Based on the above status quo, the author puts
forward the framework of business process reengineering, and intends to achieve significant
reengineering through strengthening the advance guard, integrating the information resources,
introducing the risk management, implementing the classified clearance, and setting organization
structure, as well as to establish protection mechanisms of the project of port inspection and
quarantine business process reengineering.
The research of port inspection and quarantine business process reengineering in Ningbo
based on the BPR theory not only promotes the application of the theory, but also solves actual
problems in the daily work of the Ningbo port inspection and quarantine. Such management
philosophy is process-focused and customer-oriented, which changes the traditional function-
centered an administration-led management concept. The reorganization of the business processes,
organization and personnel is aimed to achieve significant improvements at work preciseness and
the efficiency on cost, quality, service, and time, and finally realize the purpose of accelerate,
