摘 要
随着科学技术和建设事业的不断发展,建设项目的规模越来越大,技术性、
系统性越来越强,复杂程度也越来越高,特别是近几年火电建设项目的单个装
机容量在不断提高。国内外学者与总承包企业对电力工程总承包项目的控制与
实施,进行了深入地探讨与研究,并积累了一定的经验。在国内火电总承包项
目执行中,多年的实践及国家标准及规程的指导,为国内总包企业相对比较完
备的项目控制体系奠定了坚实的基础。然而这套体系在实施海外工程项目时,
由于国外工程实践的影响、当地业主多年形成的惯例以及法律制度、社会政治、
经济发展、金融财税、文化差异、地理人文、风俗习惯等的限制,及业主认同
及理解等因素的影响,使体系作用的发挥受到了极大的制约。

本文通过对印度 XX 电站工程的范围、特点、标准进行深入的分析,将质
量、进度、费用等三个主要方面作为主线,以设计、采购、生产、发货、安装
指导和调试指导、风险分析和预算管理为对象,找出了该项目执行的特点和难
点。之后通过运用美国项目管理协会主推的项目管理方法即 9 大知识体系,从
质量、进度和成本等三个方面制定了适合项目执行的控制方案。最后通过具体
的措施,保证了方案的执行并在项目供货结束后初步实现了项目的目标,收到
了较好的效果。

Abstract
With the development of science and technology, the size of project
constructing is getting larger and has higher technical quality and systematization,
which means higher complication. Especially in recent years, the single installed
capacity of the thermal power construction projects has been improving over time.
Both domestic and foreign scholars and the general contracting companies are
researching the control and implementation of the power engineering procurement
construction (EPC) projects, from which they obtained lots of experience. In the
progress of the implementation of domestic EPC, a solid base of the control systems
of the general contracting companies are constructed through the practice and
conduction of the national standards and rules. However, when implementing of this
system in overseas projects, the effects of this system are extremely limited due to
the impacts of abroad engineering practices, years of the convention of local owners,
the restrictions of laws and other factors from society, politics, finance, culture,
human geography, manners and customs, as well as the factors of the commitment
and comprehension of the business owner.
Under a deep analysis about the scope, characteristics and standard of XXXX
Power Station Engineering of India, this paper makes a main line from three aspects
of quality, schedule and cost, finds out the features and difficulties in project
implementation by taking design, procurement, production, delivery, installation
guide, debugging guide, risk analysis and budget management as research objects.
By using nine general theories of project management system- quality from PMI, a
control program is constructed from quality, schedule, and cost. Finally, through the
concrete measures to ensure the implementation of the scheme and the project, and
primarily realized the goal of the project after the supply, the project has received a
good effect.
