摘要

在我国国民经济发展过程中,“非公经济36条”率先提出放开自然垄断产业市场

准入,鼓励、支持和引导民营资本进入国有垄断产业。十八届三中全会明确强调建设

我国具有中国特色社会主义国家的基本经济制度要以公有经济为主体,多种所有制经

济体共存为前提。作为社会主义市场经济的重要组成部分,公有经济和非公经济在经

济建设中拥有同等重要的地位。随着我国经济总量的迅速增长,形成了公有经济、非

公经济和混合经济的三足鼎立局面,非公经济对于全国GDP贡献率超过已过60%,尤

其就业率超80%,以中小民营企业为主体的非公经济已成为推动我国国民经济快速增

长,推进社会平稳发展的中坚力量,为我国经济总量跃升为世界第二大经济体做出了

不可磨灭的贡献。

在以公有制为主体、多种所有制经济共同发展的经济制度环境下,中小民企进入

具有自然垄断性质的电力产业是社会主义市场经济发展的必然趋势,只有结合企业自

身实际情况,正确选择适合发挥企业优势的领域进入,找到符合企业自身特色的发展

战略及运作模式,才能在正在进行的以及未来不可预知的电力产业改革中得到良好发

展。如何进入电力产业并得到良好发展,是当前广大中小民企最为关注的焦点,所以

正确选择适合企业顺利发展的产业领域进入战略模式显得尤为重要。

本论文运用理论与案例分析相结合的方法,采用由点及面的方式,在综合前人关

于电力产业、电力产业改革和中小民企理论的学术成果基础上,通过理论推演和案例

分析方法,深度解析电力产业特点、国内外电力产业改革模式、中小民营企业在电力

产业改革过程中发展状况与存在的问题,整理归纳出若干进入战略模式,并结合B公

司的成功运作案例,研究我国中小民营企业如何运用合适的进入战略模式有效进入符

合自身优势的产业领域参与市场竞争,并论证了其科技成果产业化战略模式的有效性。

最后,本文提出进入领域的正确选择及定位是中小民企成功进入电力产业的首要前提,

提升企业对政策环境的应变能力至关重要,科技成果产业化是中小民企进入电力产业

的最佳战略模式,即把握国家鼓励引导民营经济快速发展的历史机遇,在国家电力产

业支持创新的政策环境下,中小民企凭借灵活的企业机制,通过技术创新获得科技项

目,推动科技成果转化,实现大面积推广应用,逐步形成产业化发展格局,与国有电

力企业的按部就班、缺乏技术创新形成鲜明对比。随着电力产业改革的不断深化,中

小民企通过具有实用价值的科技成果产业化模式进入电力产业以体现科技成果的经济

效益与社会效益,迎合了国家支持技术创新、加快科技成果产业化的创新战略,顺应

Research on Strategic Models of Small and Medium-Sized Private

Enterprises Entering Electric Power Industry

Abstract

With the development of our national economy, 36 Non-public Economy was

launched to deregulate market access of natural monopoly industries. Private capital is

encouraged, supported and guided to enter the state-owned monopoly industries. In order to

build the socialist economic system with Chinese characteristics, in the Third Plenary

Session of the eighteen,it is emphasized once again to maintain the dominance of public

economy and allow diverse economies to coexist. As an important part of the socialist

market economy, non-public economy has the same important position as public economy

in economic construction. With the rapid growth of our economy, public economy,

non-public economy and the mixed economy have become the three kinds of main

economies. The national GDP contribution of the non-public economy has exceeded more

than 60%,which especially make the employment rate rise to 80%.Non-public economy

with small and medium-sized private enterprises (SMPEs) as the mainstay, which has

become the backbone force to promote rapid growth of our national economy and smooth

social development, has made an indelible contribution for China's economy and

transformed China into the second largest economy in the world.

Under the economic environment with the public ownership remaining dominant and

diverse forms of ownership developing side by side,it is an inevitable trend for small and

medium-sized private enterprises to enter the electric power industry is viewed as a natural

monopoly. Only by combining the actual situation of the enterprises, choosing appropriate

field to enter and finding a suitable development strategy and operation mode according

to the enterprise own characteristic can SMPEs get a good development in the ongoing or

future unpredictable power industry reform. Most of the attention is focused on how SMPEs

can enter electric power industry in China. Therefore,it is particularly important for SMPEs

to make the right decision of choosing the suitable entering strategy.

This thesis combines not only theories and case analysis but also the method spreading

over a whole area from one point. Based on previous theoretic academic achievement about

power industry, power industry reform and SMPEs theories, the article deeply analyses the
