随着A化工企业在中国的不断投资,A公司在中国的项目日益增加,为取得项目的成
功,选择一个最佳的工程管理总承包商(EPsCm)是项目执行过程中的一个关键环节。工
程管理总承包商的选择涉及到总承包商的公司资质、项目团队能力、HSEQ管理及商务等各
方面的因素。如何采用科学的方法对工程管理总承包商做出科学的选择,已经成为A公司
迫切需要解决的问题,直接影响到A公司在中国战略目标的实现。
本文根据A公司的项目管理习惯和QLn项目的特点,总结提出了工程管理总承包商的
评价要素,包括公司资质、公司管理层对项目的重视程度等19个要素。然后通过专家调
查法进行补充和反证,提出了 A公司QLn项目工程总承包商选择评价要素,包括工程公司
总体、项目执行团队、HSEQ、商务部分和其它共五大类共m个评价要素。再利用层次分
析法求得各评价要素的权重。针对QLn项目的工程管理总承包商选择,通过对工程公司的
全面预审确定了参与投标的工程公司,然后通过TOPSIS法建立了工程公司报价的判断模:
型,经过决策专家对各工程公司的报价进行评估,最后釆用逼近理想值法为A公司QUn项;
目选择出最优的工程管理总承包商。

Case Study of Select EPsCm contractor for the QLn project of A chemical
group
Abstract
Following the A group investment strategy in China, more and more chemical project will be
executed in China. How to selected appropriate EPsCm contractor is the key to have a successful
project. The EPsCm contractor selection needs to consider the engineering company's certificate,
project execution team capability,HSEQ system and commercial etc. How to scientifically select
the best EPsCm Company for the project execution in A Group becomes a very critical topic. I
will directly impact the company development strategy implementation.
In the article, after study the project management practice and the speciality of QLn project, raise
19 evaluation including company certificate and attitude of management etc. Via Delphi method,
finalize total 16 criteria be separated into 5 type including Engineering company general,
Execution team, HSEQ, Commercial and others. The weight of each evaluation criteria
calculated via AHP theory. Refer to the QLn project,select the qualified engineering company as
bidder by pre-qualification. The evaluation model built base on the TOPSIS theory. After
evaluation of bidding by four decision maker, select the appropriate EPsCm contractor for the
QLn project via TOPSIS method.
