论文采用文献研究法、理论研究与实证分析相结合、定量研究与定性研究相结合和多
学科交叉融合研究相结合的方法，研究了沈北新区生态田园新城镇环境管理问题，具体包
括以下几方面研究：（1）沈北新区生态田园新城镇的经济发展与区域划分、生态环境保
护以及生态保护产生的环境、经济和社会效益进行系统的介绍；（2）对沈北新区生态田
园新城镇生态环境保护情况进行介绍的基础上，指出沈北新区生态田园新城镇环境管理存
在的问题；（3）对影响沈北新区生态新城镇环境管理的因素进行分析；（4）提出加强沈
北新区生态田园新城镇环境管理的对策建议。
通过研究得到主要结论如下：（1）沈北新区在环境管理上仍然存在着工业“三废”
抬头趋势、农业污染久治不愈、生活污染日渐严重以及环境保护投入不足等问题；（2）
重经济效益、轻环境保护的传统发展观念、生态保护投资机制不健全、环境保护规划滞后
经济发展规划、产业结构不合理以及环境保护法律不完善是影响沈北新区环境管理的主要
因素；（3）应该从做好环境保护规划，强化生态环保意识，健全环境保护投资机制、加
强法制建设以及加快产业结构升级淘汰落后产业等方面入手加强沈北新区的环境管理工
作。

Abstract of Thesis：
Since Reform and opening up of China, by restrictions on the level of economic
development, The development of economic had been the primary goal for small towns. At
the same time of rapid economic growth, land, water and air has been deteriorating, causing
irreparable ecological environmental costs. High consumption of extensive growth mode has
yielded temporary prosperity, but to pay high costs for the environmental and energy.The
deterioration of ecological environment in turn become a important factor to hinder the
economic development of small towns. Ecological and environmental protection has become
a important issues for the sustainable development of small town in urbanization process .
This paper Study on the environment management issues of new urban ecological garden
of Shenbei , including the following aspects : (1) the economic development, ecological
environmental protection and the environmental, economic and social benefits of ecological
protection has been Systematically introduction;(2) Pointed out the problems in the process of
environment management in new urban ecological garden Shenbei;(3)Analyzed on the factors
that impact on the environment management of Shenbei new eco towns;(4) Proposes
Suggestions to strengthen environment management of ecological garden Shenbei new town.
By studying the main conclusions obtained are as follows:(1) The environment
management of Shenbei exist mang problems such as the rise of the trend of industrial three
wastes , agricultural pollution permanently,life and environmental pollution is becoming
serious and inadequate investment;(2) The traditional concept of development that emphasis
on economic efficiency neglect on environmental, Inadequate investment mechanism of
ecological protection , environmental protection planning lags behind economic development
planning and the imperfect environmental law is main factors that impact on the environment
management of Shenbei;(3)The environment management of Shenbei should be from the
good environmental planning, strengthen ecological and environmental awareness, ,improve
environmental protection investment mechanism, strengthen the legal system as well as to
accelerate the elimination of backward industrial upgrading of industrial structure .
