本文在对农业政策性金融理论进行梳理的基础上，分析了农业发展银行的现
状，运用 SWOT 分析方法揭示了农业发展银行战略发展的优势和劣势，机遇和挑战。
指出农业发展银行在发展战略的选择和实施上，应顺应改革潮流，紧跟国家政策
和金融形势。进一步明确农业政策性金融职能，实行差异化发展战略。为确保战
略的实现，应加快农业发展银行立法进程，明确法律地位；应完善法人治理结构，
建立权责明确的现代企业制度；加强风险管理体系建设，提高全面风险防控能力；
强化运营管理，进一步完善经营机制；实施人才战略，提升员工素质；深入推进
企业文化建设。只有这样，农业发展银行才能更加健康、稳定发展，为我国“三
农”事业做出更大贡献。

Research on The Development Strategies of
Agricultural Development Bank

Abstract: In the face of a new round of reform and development, China's
banking industry will achieve new development opportunities and meet new challenges.
Facing fierce market competition, all banks are working hard and enhancing their core
competitiveness. For Agricultural Development Bank of China, It is an urgent issue to
improve the operating mechanism and to enhance the management level and improve
profitability in the light of the national policies and the market laws in the reform tide of
development.
Based on the finance theories of agricultural policies, the paper hereby analyses the
present situations of Agricultural Development Bank of China and reveals the strategic
advantages and disadvantages, opportunities and challenges of the development of
Agricultural Development Bank of China by resorting to the SWOT method. It points
out that in the selection and implementation of the strategies of development, the
Agricultural Development Bank of China should conform to the trend of reform, closely
follow the national policies and financial situations, and further clarify the agricultural
policy finance function and the differential development strategies. In order to ensure
the implementation of the strategies, we should speed up the legislative process of
Agricultural Development Bank of China, improve the corporate governance structure,
establish modern enterprise system with clear responsibility, strengthen the construction
of risk management system, improve the comprehensive risk prevention and control
capacity, strengthen the operation and management, and further improve the
management mechanism and the implementation of talent strategy, enhancing the
quality of staff thus to achieve thorough promotion of the building of enterprise culture.
Only in this way, the Agricultural Development Bank of China can achieve morehealthy and stable development, and make greater contribution to the cause of China's
problems about countryside, agriculture and farmers.
