ABSTRACT
The Party and state has always been attaching great importance to the work of talents. The
development of Xinjiang Production and construction Corps is closely linked to talents development. Since
2004, the governments at all levels of Xinjiang Production and construction Corps have vigorously
implemented the strategy for reinvigorating Xinjiang Production and construction Corps through talents
construction. As a result, the talents team is increasingly expanding, talents strength is gradually enhanced
and the talents construction is playing a more and more important role in promoting economic and social
development. Since the seventeenth CPC national congress, especially since the opening of the central
work conference on Xinjiang’ s development, the talents work of Xinjiang Production and construction
Corps has faced many unprecedented opportunities and challenges. How to make full use of the supportive
policies from the central government and provinces or municipalities giving pairing assistance to Xinjiang
and build a large-scale, qualifying,comprehensively-ranged, well-structured and scientifically-managed talents
team has become an issue to be urgently studied and solved in the process of strengthening the talents construction
ofXinjiangProductionandconstructionCorpsduringthenewperiod.
From the reality of contruction of talent in Xinjiang production and Construction Corps,this article
analyzes its present situation、achievements and the urgency.On the research of the existed problems and
reasons, which for the problems of low development,low quality,unreasonable structure, weak ability to
gather, inadequate investment and absorb talents,the article put forward countermeasure thinking on how to
strengthen the construction of talent team in Xinjiang production and Construction Corps.

1.1 选题背景及研究意义
1.1.1 选题背景
人才战略的目标的形成,主要取决于战略制定者的战略理念,这是成功人才战略形
成的关键因素之一。以人才立兵团,以人才兴兵团,以人才强兵团,是兵团从小到大、
从弱到强,不断发展壮大的一条重要经验。2004 年兵团人才工作会议以来,兵团各级大
力实施人才强兵团战略,人才队伍不断壮大,人才实力逐步增强,人才促进经济社会发
展作用初步显现。但也要清醒认识到,兵团人才发展的总体水平与新时期屯垦戍边事业
发展需要还有许多不适应的地方,与推动实现“两个率先、两个力争”目标、有力维护
新疆长治久安的人才需求还有很大差距。如何充分利用中央和对口支援省市的支持政
策,正确处理好引才与用才、刚性引进与柔性引进、待遇留人与事业留人、高层次人才
与基础人才等关系,大力实施人才强兵团战略,多措并举“育”人才、海纳百川“引”
人才、不拘一格“用”人才、营造环境“励”人才,建设一支规模宏大、素质优良、门
类齐全、结构合理、管理科学的人才队伍,走出一条具有兵团特色的人才发展之路,实
现由“青年优势”向“人才优势”转变,使兵团真正发挥干部人才的“蓄水池”和“中
转站”作用,加快推进兵团“三化”建设进程,推动兵团经济社会又好又快发展、实现
“两个率先、两个力争”目标、有力维护新疆长治久安等,成为新时期加强兵团人才队
伍建设亟待研究和解决的问题。本文就是在这样的背景和前提下提出的。

党和国家历来高度重视人才工作。新中国成立以来特别是改革开放以来,提出了一
系列加强人才工作的政策措施,培养造就了各个领域的大批人才。进入新世纪新阶段,
党中央、国务院作出了实施人才强国战略的重大决策,人才强国战略已成为我国经济社
会发展的一项基本战略,人才发展取得了显著成就。科学人才观逐步确立,以高层次人
才、高技能人才为重点的各类人才队伍不断壮大,有利于人才发展的政策体系进一步完
善,市场配置人才资源的基础性作用初步发挥,人才效能明显提高,党管人才工作新格
局基本形成。同时必须清醒地看到,当前我国人才发展的总体水平同世界先进国家相比
仍存在较大差距,与我国经济社会发展需要相比还有许多不适应的地方,主要是:高层
次创新型人才匮乏,人才创新创业能力不强,人才结构和布局不尽合理,人才发展体制
机制障碍尚未消除,人才资源开发投入不足,等等。未来十几年,是我国人才事业发展
的重要战略机遇期。必须进一步增强责任感、使命感和危机感,积极应对日趋激烈的国
际人才竞争,主动适应我国经济社会发展需要,坚定不移地走人才强国之路,科学规划,
深化改革,重点突破,整体推进,不断开创人才辈出、人尽其才的新局面。
