旅游业作为一个传统产业,在近年来越来越受到各级党委政府的重视,而旅

游业的发展状态也从传统的风景游和古迹游向多元化逐渐迈进,全国各地都在充

分挖掘带有本地区特点的多种旅游资源,地质游、乡村游、宗教游、购物游等多

种形态百花齐放,各地也相应出台了针对旅游产业发展的实施意见和方案,规范

旅游市场,加强旅游基础设施建设,搞好产品布局,带起了旅游产业的第二波高

潮。而文化旅游也成为越来越多的城市和地区所选择的发展主线,中国历史悠久、

地大物博,可挖掘的具有厚重文化底蕴的旅游资源不胜枚举,因此在整个旅游产

业的发展过程中,文化旅游所占比重也在逐年增加,而以文化旅游为中心的旅游

产业带规划也成为了各地区发展中不可忽视的要素。

本文的研究内容主要是通过对整个旅游环境的环境分析以及对喀喇沁旗旅游

产业发展状况的描述梳理出目前该产业中比较突出的问题及发展过程中出现的困

惑,再通过对旅游产业的一般特征的阐述及Michael Porter的钻石模型分析以及

SWOT分析找出喀喇沁旗的战略定位,从而给出未来发展中的可选择战略,包括重

点任务和发展路径,最后将根据喀喇沁旗的旅游景观分布及其特点提出建设以“马

鞍山(国际)生态文化旅游区、亲王府历史文化旅游区、旺业甸生态商旅度假区”

三大旅游区为支点的赤峰-茅荆坝百公里文化旅游产业带的项目化发展方式。

Abstract

The tourism industry has gained more and more attentions from all levels of the

party committees and governments in recent years. It is gradually evolving from the

traditional scenic and history tour to a more diversified tour format. Every part of the

country is tapping various tourism resources with the unique characteristics of that

region, such as geological tourism, rural tourism, religious tour,shopping tour, etc.

Local governments have introduced guidance and plans,such as regulating the tourism

market, strengthening the tourism infrastructure, and improving the local product layout,

to boost the development of tourism industry, China has a long and fascinating history

which facilitates the mining of cultural tourism. Local development planning with

cultural tourism has become a noticeable theme in every region of China.

This paper analyzed the tourism environment and the tourism industry

development status of Kalaqin County,and then teased out the problems and confusions

in the development process. The author applied the Michael Porter diamond model and

SWOT analysis based on general characteristics of the tourist industry to locate

alternative development strategies of Kalaqin County with key tasks and development

paths. Finally, according to thetourism landscape of Kalaqin County, this paper

proposed the construction of Chifeng-Maojingba 100 km cultural tourism industry

project, which is consisted of three tourist areas: MMa,anshan(International) ecological

cultural tourism zone, Qinwangfu historical and cultural tourism zone,and Wangyedian

ecological travel resort.
