摘要
在知识竞争时代,人的价值远远超过了机器、方案或任何其他资产,拥有人
才在公司变得至关重要。因此国有企业人力资源综合素质的高低成了企业竞争的
核心力量。健全和完善的绩效考核是人力资源的核心环节。一个好的绩效考核制
度会直接影响着企业的发展,只有建立完善的绩效考核,加强员工沟通和对话,帮
助员工成长,降低员工流失率,促进和谐劳工关系才能使企业利于竞争的不败之
地
在当前企业之间竞争越来越激烈的情况下,如何提高企业的绩效越发重要,
建立完善的绩效考核系统是提高企业效益的重要途径之一,当前国有企业绩效考
核存在很多问题,导致考核力度不强,考核结果欠佳。本文以天津港某公司为研
究背景,借鉴了西方国家的理论和经验成果的基础上,将企业战略目标作为导向,
提高公司整体绩效水平和竞争力,研究出一套适合企业发展的绩效管理体系。其中
以关键事件法、目标管理法、平衡记分卡、360考核法为研究依据,结合公司的具
体情况,运用图表法分析了公司的管理水平和内部组织框架,制定了方案,并依
据相应的原则将指标层层分解至各部门各岗位,以保证公司各项指标的落实。最
后,本文又对绩效考核的成功之处做出了评价,并提出了方案实施的保障措施
本文从多种角度对绩效管理进行了理论阐述,借鉴了国内外成功的绩效考核
理念,结合了公司发展战略,设计和完善了具有本公司特点的绩效考核体系,为
今后的考核与探索以及充分发挥港口自身优势,提升核心竞争力作出贡献

ABSTRACT
The development of knowledge competition enables the value of people are more
than that of any other assets, such as machines, programs. The talent people bring
considerable positive influences on the development of corporation. The vital strength
of enterprise competition lay in the overall quality of human resources in the
state-owned enterprises. The importance of establish and perfect performance appraisal
in the core part of human resources is becoming more and more important. A good
performance appraisal system will directly affect the development of enterprises. So it is
the only way to enable enterprises to pro-competitive position through establishing a
sound performance appraisal, enhance staff communication and dialogue to help
employees grow, reduce employee turnover, and promote harmonious labor
relationships.
At present the competition between the enterprise is increasingly competitive
circumstances, how to improve the performance of enterprise is more and more
important, the establishment of performance appraisal system perfect is one of the
important ways to improve the enterprise benefit. At present there are many problems in
performance appraisal of state owned enterprise. To check the intensity was not strong,
the assessment results. In this paper a company as the research background of Tianjin
port,from the basic theory and empirical results on the Western shelf,the enterprise
strategic target as guidance, improve the company's overall performance level and
competitiveness. In this paper, we guided by the corporate strategic objectives and
worked out a suitable performance management system for enterprise development
based on a company in Tianjin Port.
We also analysis the company's management and internal organizational
framework using the chart method based on the critical incident technique, target
Management Act, the Balanced Score card, 360 assessment method according to the
company's specific circumstances. The plan corresponding the targets at different levels
to various departments and positions of the company was developed to ensure the
implementation of all the indicators. Finally, we revalued the success of the
performance appraisal, and proposed the safeguard measures for implementation of the
program.
In this paper,we expounded the performance management theory tiirough a variety
of angles and also designed and perfected the characteristics of the company's
performance appraisal system by adopting the successful performance appraisal concept,
combined with the company's development strategy. It is of great importance for future
appraisal and exploration, as well as full port advantage to enhance the core
competitiveness of contribution,
