近年来,我国机动车数量迅猛增长导致能源消耗日益加剧。各能源企业纷纷加大了
对能源的科技投入,积极开发节能降耗的新产品,开发清洁、可再生的新能源,从而降
低能源消耗。积极优化产业结构,促进能源的节约,从而提高能源利用率。通过幵拓国
际能源市场,充分利用国际国内资源优势,扩大能源进口,缓解资源压力,拓展销售渠
道,争取市场份额,使企业做大、做强。在资源和市场竞争异常激烈的背景下,为解决
自身的发展瓶颈和管理困境,增强企业核心竞争力,中国石油、中国石化两大公司利用
遍布全国的加油站网络优势,相继推出了加油卡业务,利用这种新型电子货币,初步实
现全国联网充值和加油。但由于加油卡业务在中国发展时间较短,发展尚未成熟,在发
展过程中给企业的资金、信息、企业形象等方面带来了新的风险点。因此,加强加油卡
业务风险分析是提高企业管理效率和增强企业核心竞争力的必要手段。
本文以中国石油四川销售分公司加油卡业务为研究对象,以风险分析理论为指导,
釆取理论与实际相结合的方式,对中国石油四川销售分公司加油卡业务风险分析问题进
行了分析与讨论。首先,对中国石油及四川销售分公司加油卡业务运行现状分析,指出
了加油卡运行中存在的主要问题;其次,对加油卡业务的主要流程,如售卡、充值、消
费、挂失、销户、发票管理等进行剖析,对可能存在的风险进行识别判断,找出了加油
卡业务中刷卡套利风险、套取发票风险、虚假业务风险、违规业务操作风险、业务运行
风险等五大类风险,同时从总体角度和具体角度分析了风险产生的原因;第三,邀请了
有资历、实践经验丰富的专家对已识别的风险进行评估。评估结果表明,企业在刷卡套
利、虚假业务、业务运行三个方面处于高风险状态,因此应重点加以防范;最后,从公
司角度提出了风险防范措施。这些措施是从实际工作出发进行的研究提炼,对石油销售
企业可能会有参考和借鉴作用。

In recent years, Because of the rapid growth number in motor vehicles in China, Energy
consumption was increasing. The energy companies increased investment in science and
technology for energy, developing new saving, developing clean and renewable new energy to
reduce consumption products of energy actively; Optimizing the industrial structure actively
to promote energy saving and improve energy efficiency. At the same time, The companies
made full use of international and domestic resources advantages, expanding energy imports,
reducing the pressure on resources, expanding sales channels, striving for market share and
making the enterprise bigger and stronger by opening international energy market. Under the
fierce competition of resource and market, In order to solve their own development
bottlenecks and management difficulties and enhance the core competitive ability of
enterprises, The CNPC and The Sinopec Group used all over the country's gas station network
advantage,launching a fuel card business, using the model of electronic money, initially
achieving nationwide networking recharge and refueling. However, The refueling card
transaction was short and was not mature in china. During the process of development,It
brought new risk point for the enterprise's capital, information and corporate image. Therefore,
strengthening the refueling card business risk analysis was the essential mean to improve the
efficiency of enterprise management and to strengthen the key competitiveness of enterprise.
The paper regarded the China's oil sales branch in sichuan refueling card business as the
research object, was guided by the theory of risk analysis, adopt the method of integrating
theory with practice, analyzed and discussed about the refueling card business risk analysis
problems in China petroleum sales branch in sichuan. First of all, China Petroleum Sales
Company in Sichuan gas card operation status of business was analyzed, and some main
problems are found out .Secondly, The paper analyzed the main process of refueling card
business, such as selling cards, prepaid phone, household consumption, report the loss and pin
and invoice management process,and identified five big kind of risk that included the risk of
a credit risk arbitrage, show the invoice, false business risk, the risk of illegal business
operations, business operation risk by the identification of possible risk. At the same time,
The paper analyzed the generation reason from the overall and specific angle .Then,The paper
invited 5 experts who were full of practical experience to evaluate the risk, According to the
evaluation result, We found that the risk of arbitrage, the risk of false business and the risk of
operation were under the high level and should be the key to prevent. Finally, The paper
presented risk prevention measures in employees angle These measures were abstracted from
the practical work and maybe have a reference effect for the oil sales enterprises.
