改革开放以来,中国的建筑业得到了持续快速发展,建筑行业已经成为国民
经济的支柱产业。从20世纪80年代建筑业开始引入信息化的概念,超过30年的不
断创新和发展,如何更好的利用信息技术来实现现代企业管理,已逐步成为现代
建筑企业核心竞争力的关键。
广州总承包集团通过不断的努力,在信息化方面己初见成效,将计算机技术
幵发、应用在各个业务领域,同时购置了一定的硬件设施,配备了专业工程应用
软件,建立了自己的网站,在综合项目管理和内部运营管理应用等方面取得了良
好的效果。但由于总承包集团与国内的很多建筑企业一样,信息化建设起步较晚,
运用信息化手段武装运营管理的能力较差,因此发展信息化、提高集团的综合管
理水平成为迫切需要。
本文以总承包集团信息化方案为研究对象,结合总承包集团的发展战略和当
前建筑行业的发展实际,对行业及总承包集团信息化现状进行深入分析,总结归
纳了集团信息化建设中存在的问题,如系统缺乏整体规划、信息无统一标准、数
据无法共享、系统功能单一、尚无支持决策的分析系统、技术人员匮乏等。着重
分析了集团运营管理信息化系统的体系结构及其模块结构且针对集团运营管理
的信息化建设方案,探讨了方案实施过程中应遵循“总体规划、突出重点、分步
实施”的原则,重点做好系统的整体规划、开发的前期需求调研工作以及严格把
握系统开发项目进度,同时加强人员培训和在制度、组织和人员方面为项目实施
推进保障。

ABSTRACT
From 1980s, the concept of information technology has been brought in the construction
industry. For more than 30 years' innovation and development, using inormation technology as a
tool to achieve modernized organisational management has become the core competence of the
contemporary consrtuction industry.
After recent years' effort of the Guangzhou Engineering Contractor Group(G.E.C.G.),
preliminary results have achieved initial success in the information technology domain. Computer
technology were used and utilised in different business scopes. However, like most of the other
constructional organisations in China, the starting point of information construction is relative late,
the ability of using information technology as a mean to manage organisation's operation is fairly
poor. As a reasult, there is an urgent need for the development of information technology in order
to achieve integrated management of the G.E.C.G..
In this article, the author would like to use the informationalised scheme of the G.E.C.G. as a
research object. By combining the development strategy of the G.E.C.G.and the actual
development of the current construction industry, the author has deeply analised the
informationalized situation of the industry and the G.E.C.G. Problems of the organisational
information construction has been generalised, for instance, the lack of intergrated planning of the
system, the deficiency of standardisation of information,data cannot be shared,the incompletable
systemetic function, the insuffiiciency of analised system which helps supporting the
decision-making, and the short of technical personnel and talented person. The analysis laid
emphasis on the systematic structure of the information platform, and the modular structure of
information system,furthermore, the author investigated and pointed out,to implement
informationalised project, certain concepts and rules should be followed,such as: overall
planning, stress the key point, implement by steps, produce desired result as soon as possible.
Most importantly, the preliminary consultation work should be arranged properly before system
development,and the length of project development need to be strictly followed the schedule. At
the mean time, provide intense employees training, in order to guarantee the success
implementation of the the project in the aspects of regulation, organisation and personel.
