摘要
信息技术服务业作为国家的先导性、战略性和基础性产业,在促进国民经济
和社会发展信息化中具有重要的地位和作用。现代社会科学技术突飞猛进,使得
信息技术服务行业的竞争变得日益激烈。伴随信息技术服务企业规模不断扩张,
业务运营的数量越来越多,项目覆盖的地域越来越广,企业必须不断提高自身的
运营管理能力。运营管理作为当前最流行的管理模式之一,很多信息技术服务企
业都在试图借助改进运营管理模式来提升自己的竞争优势,企业的运营管理成熟
度越高,企业的相对优势就越明显。运营管理在急剧变化的时代,已成为当前企
业谋求生存和发展的利器。在企业发展战略的框架下,进行运营管理改进的实践
性研究成为企业战略管理者必须面对的问题,具有重要的现实意义,对于信息技
术服务企业提升自身的竞争优势、保持长期可持续发展具有重要的战略意义。

本文以北京赛迪时代公司的运营模式与资源整合策略为题,在文献综述部分,
回顾了国内外有关信息技术服务产业发展的研究成果,对信息技术服务企业的运
营管理的现状和存在的问题进行评述。在此基础上,提出本文的研究思路。

首先介绍了本文的选题背景、研究意义、国内外研究现状理论综述、研究内
容、研究方法和研究技术路线。然后概括了北京赛迪时代公司的历史沿革、主营
业务;从宏观视角对公司的外部环境、发展现状、经营战略进行分析;然后,介
绍了公司目前的组织结构、管理理念和运营模式;最后借助 SWOT 分析工具,对公
司内部环境和资源现状进行了客观分析。在此基础上,分析了北京赛迪时代公司
运营管理模式,指出了公司在业务发展、组织结构、运营模式等方面的存在的问
题,并对这些问题存在的原因和运营模式改进措施进行了深入探究。

本文采用层次分析(AHP)和模糊综合评估工具,构建了北京赛迪时代公司资
源配置模型,解决了公司面临多项目时的优异度排序和资源在不同项目间合理配
置的问题。最后本文进行了总结,以期为公司进一步发展壮大提供参考借鉴。

Abstract
Information technology services industry as the country's leading, strategic and
fundamental industries, plays an important role in promoting the informationization of
the national economy and social development. With the scale of the information
technology services business continues to expand, increasing number of business
operations, the project covers areas more and more widely, the enterprise must
constantly improve their own management ability. Operation management is one of the
most popular management mode, a lot of information technology services companies
are trying to use the optimization operation and management mode to promote its
competitive advantage, enterprise management maturity is high, the relative advantages
of enterprises more obvious. Operation management in the rapidly changing, has
become a tool for survival and development of the enterprise. In the framework of the
strategy of enterprise development, operation and management optimization practical
research into the enterprise strategy management must face the problem, has important
practical significance, and become an important means to strengthen the competitive
position of information technology service enterprise and gain competitive advantage.
In this paper, the operation management optimization strategy as the research
object Beijing CCID Time Incorporated Company, in the part of literature review,
reviews the domestic and foreign research results about the development of the
information technology services industry, reviews the status of operation and
management of information technology service enterprises and existing problems. On
this basis, the research ideas of the paper.
This article first introduces the research background, significance, research status
at home and abroad theories, research methods, innovations, research content, the
technical route. Then summarized the historical evolution, Beijing CCID Time
Incorporated Company main business; from the macro perspective of the company's
external environment, development status, business strategy analysis; then, introduces
the company's organizational structure, management philosophy and operating mode;
finally using the SWOT analysis tools, on the company's internal environment and
resource status of the objective analysis. On this basis, analysis of the Beijing CCID
Time Incorporated Company operating management process, pointed out that the
company's organization structure, operation mode, management process, and the
problems of the allocation of resources, improved design of the reasons and solutions to
these problems and has an in-depth inquiry.
In this paper, using the analytic hierarchy process (AHP) tools, build Beijing CCID
Time Incorporated Company resource allocation model, the company is facing many
projects of excellence sorting and for a reasonable allocation of resources in different
project problem. Finally, this paper put forward the corresponding countermeasure, in
order to provide a reference for further development of the company.
