天津市津南区地处天津市东南部，是天津市环城四区之一。在环渤海经济区
飞速发展的大背景下，津南区的经济发展取得了巨大成就。在“十五”、“十一五”
期间，区内经济总量不断上升，产业结构日趋合理。但是，值得我们注意的是，
津南区在产业结构的发展水平上与天津市其它先进区县相比仍有一定的差距，产
业结构仍需进一步优化升级。因此，针对目前的实际情况，有必要对津南区产业
结构进行深入研究，发现问题分析原因，从而提出解决问题的思路和方法
本文首先探讨了区域产业结构调整的相关理论。以此为基础，分析了津南区
产业结构的现状，具体包括产业结构的基本情况和演变历程，产业结构的特点和
发展特征，产业结构存在的问题和成因，以及产业结构调整面临的机遇和挑战
通过对区内产业结构现状的综合分析，确定了区域产业结构升级的指导思想和基
本原则，产业结构升级的战略目标，以及产业结构优化升级的总体思路，即：津
南区在现有基础上实现产业的合理化和高度化，实现“精一、强二、兴三”的战
略目标，需要在高端服务产业、高新技术产业、集群楼宇经济以及旅游文化产业
上下功夫。同时，根据产业结构优化升级的总体思路，对规划的重点项目进行了
讨论。最后提出了产业结构优化升级的具体对策和建议，为津南区产业结构的科
学发展提供支持

Abstract
Jinnan area which is located in southeast of Tianjin, is the one of four area
around the city. In the big background of the rapid development of Circum-Bohai Sea
Economic Zone, the economic development of Jinnan area have made great
achievements. In the tenth five-year plan and 11th five-year plan period, the total
economic output of the region kept rising, and the industrial structure was
increasingly reasonable. But, which is worth our attention is that there is still a certain
gap between Jinnan area and other advanced area in industrial structure development
level, the industrial structure still need further optimization. Therefore, according to
the present actual situation, it is necessary to further study Jinnan industrial structure,
find out the problem, analyse the reason, and then put forward the method of
solving the problem.
This paper first discusses the related theory of regional industrial structure
adjustment. Based on this, the present situation of Jinnan area industrial structure is
analyzed, specifically including the basic situation of industrial structure and
evolution, the industrial structure characteristics and development characteristics, the
industrial structure existing problems and causes, and the facing opportunities and
challenges of industrial structure adjustment. Based on the comprehensive analysis of
the present situation of industrial structure, to determine the guiding idea and basic
principle of the regional industrial structure upgrade, the strategic target of the
upgrading of the industrial structure, and the overall train of thought, namely: Jinnan
area wants to realize industrial rationalization and upgrade based on the existing and
the strategic objectives of fine the first, strengthen the second, thrive the third,
which needs more attention to the high-end service industries, hi-tech industries,
cluster building economic and tourism culture industry. At the same time, according
to the overall train of thought of the upgrading of the industrial structure, key projects
are discussed. At last, the specific countermeasures and Suggestions of the upgrading
of the industrial structure are put forward to support the scientific development of the
industrial structure of Jinnan area.
