县域经济是国民经济的基石。推动县域经济科学发展，对于全面建成小康社
会，深化我国改革开放，加快转变经济发展方式，推进城乡发展一体化，具有十
分重要意义。蓟县位于天津市最北部，是京津唐生态绿心，是天津市的重要水源
地。充分发挥蓟县自身优势，实现蓟县经济社会科学发展，对于天津市以及京津
冀区域经济发展有重要的意义。论文选题具有较为重要的理论意义和较大的实践
价值
本文以蓟县经济科学发展战略研究为选题，深入贯彻落实科学发展观，深入
思考要素禀赋、产业集群、区域经济非均衡增长、可持续发展等理论的借鉴指导
作用，运用 SWOT 分析法，全面客观分析了蓟县经济发展状况、发展环境以及
存在的差距不足和面临的机遇挑战，提出了实现蓟县经济科学发展的战略规划、
战略目标和对策建议。

蓟县经济科学发展战略研究，坚持理论和实践相结合,对蓟县经济科学发展
进行了有益探索，既为蓟县经济科学发展提供了参考，也为京津冀区域其它县市
经济科学发展提供了借鉴。

ABSTRACT
The national economy is based on the county economy. Promoting the scientific
development of county economy, building a well-off society, deepening reform,
accelerating the transformation of the pattern of economic development and adjusting
the urban-rural integration have fundamental significance. Jixian County is located in
the northern city of Tianjin, which serves as a green core of Beijing-Tianjin-
-Tangshan area. It is also an important source area of Tianjin. Its influence has
economic importance to the regional development, as making advantages and
achieving scientific development of Jixian economies. The thesis has important
theoretical consequences and practical value.
This article focus on the economic development strategy of Jixian, thoroughly
applying the scientific outlook on development, researching the guidance and
reference significance of factor endowment, cluster, unbalance development of
regional economy and sustainable development theory, analyzing the status of Jixian
economy development, social environment , the challenge and the opportunities,
issuing the strategic planning, strategic target and advise of Jixian economy
development.
This paper is combined with theory and practices to conducts an exploratory
study on scientific development of Jixian economies, which also offer a reference tool
for scientific development of county economy and other counties in Beijing-Tianjin-
Tangshan area.
