摘要

在我国大气环境日益恶化的背景下,燃煤火电工业发展受到了极大的限制,重

点地区(京津冀、长三角、珠三角等地区)已禁止建设除热电联产机组外的燃煤火

电厂。为了适应经济发展对电力、热力等能源的需要,大力开展燃煤热电联产项目

前期工作,战略性的储备一些热电联产机组项目是十分必要的。

目前,行业内对燃煤热电项目前期工作管理还没有深入研宄,也没有形成成熟

的管理体系和专门的管理方法,这主要是由于不同时期、不同地域对于燃煤热电项

目建设的要求不同。本文以大亚湾热电二期项目为案例,对燃煤热电项目前期管理

工作和工作过程中的难点问题进行分析与探讨,提出建设性的意见,寻找燃煤热电

项目前期管理工作中的共同点,增强其行业领域的适用性。

文章首先分析大亚湾热电二期项目所在区域的电力和热力负荷情况,以及建设

本项目的必要性;引入目标管理(MBO)的概念,并进行了详细的介绍;分析了目

前我国燃煤热电项目审批情况以及前期工作的内容要求;结合实际工作情况对诸多

政策法规问题进行剖析与解决方法研宄;寻找项目前期工作在目标管理方面的漏

洞,利用科学方法和创新实践来弥补工作上的不足和进度上的严苛要求。

通过研究系统内多年行业管理相关规范文件,了解审批政策改革与变化历程;

收集本行业多年发展情况,提取相关数据,采取定性结合定量的分析方法;根据个

人多年工作实践与经验,对本文以发展的眼光展开论述,同时借鉴和吸收同行业先

进管理经验,结合大亚湾热电二期项目的特点,研究了目标管理在前期工作中的应

用、出现的问题及解决措施。对目标管理理论、创新理念、风险管理及整体管理在

大亚湾热电二期项目前期工作中的应用展开探讨与研宄,提出了问题解决方案,有

助于后期的工作实践中对该行业展开专业性的研宄与评估,也会有助于今后燃煤热

电行业前期工作管理水平的进一步提高。

Abstract

Under the background of the atmospheric environment is getting worse in our

country, coal-fired power plants industrial development limited,the key areas has banned

the construction in addition to cogeneration unit in coal fired power plant. In order to

adapt to the economic development of the need for power, thermal energy, and

vigorously carry out preparatory work for burning thermal power project, strategic

reserve some cogeneration project is very necessary.

At present, the industry of the earlier work management coal-fired thermal power

project has not been studied, nor the formation of mature management system and

specialized management method, which is mainly due to the different period, different

requirements for coal-fired thermal power project construction in different In this paper,

taking Dayawan power the two phase of the project as a case, to analyze and discuss the

problems of coal-fired thermal power project management work and the process,

proposed the constructive opinion, seek common points early management work of coal

power project, enhance the applicability of the industry.

Firstly, Dayawan thermal power the two phase of the project area's electricity and

heat load, as well as the necessity of the construction of this project; management by

objectives (MBO) concept, and introduced in detail; analysis of China's coal-fired

thermal power project approval and content of work requirements; with the actual

working condition of many policies and regulations to analyze the problem of finding

and solving; project preparatory work on the target management loopholes, using

scientific methods and innovation to make up for the lack of work and progress of the

harsh requirements.

Through years of management industry research system related documents,

understanding and policy reform and changes in the course of development of the

industry for many years; collection, extract relevant data, adopt the method of

combination of qualitative and quantitative analysis; according to the personal practice

and experience on the paper, with the eyes of development are discussed,at the same

time, learn and absorb the advanced management experience, combined with the

characteristics of Dayawan thermoelectric two projects, studies the application of target

management in previous work, problems and solutions. On the theory of management by

objectives,launches the discussion and the research and application of innovative ideas,

risk management and the overall management in the preparatory work of Dayawan

thermoelectric two phase of the project, proposed solutions to problems, professional

research and evaluation of the industry work practices contribute to later, will help to

further improve the level of management of coal-fired thermal power industry early.
