摘 要
本文以河北省石津灌区管理局—一个特殊行业的特殊单位为研究对象,采用问
卷调查、人员访谈及资料查阅等调研手段,通过实证分析和理论分析等研究方法,
指出该单位在人力资源管理领域存在的问题:人事管理观念落后、人事部门定位低;
人力资源总量过剩与结构性短缺并存,整体素质亟待提高;人力资源管理框架尚未
成型,诸多基础性工作不到位;选人、用人机制僵化,不利于人才脱颖而出;考核、
评价机制不健全,激励功能难以发挥;培训工作不规范,人力资本投入严重不足。

在此基础上,探讨了加强石津灌区人力资源管理的改革对策:重新设置组织机
构,做到职能清晰;科学合理定员,实现人员的精干高效;强化“3P”管理,建立
现代人力资源管理基础;以能力建设为核心,进一步加大人才培养工作力度;调整
人力资源结构,进一步挖掘人才使用效益;激活无形资产,用先进的企业文化凝聚
人才。

以上研究结论对石津灌区的人力资源管理具有实践指导意义,所提建议与对策
部分被石津灌区管理局所采纳。

Abstract
This paper focuses on the Reform about the Human Resources Management System in
Shijin Irrigation Administrative Bureau of Hebei Province——a special unit in a special
industry, by means of the researching methods such as questionnaire, personal interview,
and material consultation, it points out the existing problems lying in the human resources
management field of this unit. For example : the management idea of the human resources
lags behind, human resources section has low opinion of their own position , the amount
of the hr is over surplus and structural shortage exists , the whole quality should be
improved urgently , human resources management system is not perfect , the system of
selecting or appointing brains is out of fashion , testing and evaluating system is not
regular , the stimulating function can not be realized ; training work is not formal , the
investment is in great need .
This paper discuses on how to improve HRM of Shijin Irrigation area. The main
methods includes reestablishes the organizational institute, and clarify the position;
Formulates the position duty, and limit the staff scientifically; Strengthen “3P”
management,establishing hrm foundation ; Developing the ability construction, and
enlarging the brains cultivation; rearranging the hr structure and further taping the
potential of brains; motivating the invisible asset and attracting the brains by advanced
corporate culture.
The conclusion has the most significant help to the hr management, the proposal and
countermeasure has been adopted.
