(International Railway Industry Standard)标准于 2006 年发布,2009 年才开始在
国内轨道交通行业推广实施。IRIS标准虽然在IS09001标准基础上提出了轨道交
通行业项目质量管理的要求,但并未提供类似APQP (产品先期质量策划)的适
用于轨道交通行业的项目质量管理模型和工具,这就导致包括南车时代在内的国
内轨道交通企业在具体实施项目质量管理过程中,“无法可依”,项目质量管理普
遍存在效率低下、项目交付产品合格率较低等问题。在国家“十二五”期间大力
建设城市轨道交通的背景下,如何快速调整企业管理思路和管理模式,提高项目
质量管理成效,以更优的质量、更低的成本取得城轨市场国际化竞争优势,成为
摆在包括南车时代在内国内轨道交通装备制造型企业面前亟待解决的问题。
本文首先从南车时代项目质量管理现状出发,对造成南车时代项目质量管理
存在问题的原因从质量组织、质量策划、实物质量控制、过程质量控制、缺陷管
理等七个方面进行了较为系统的梳理和分析。然后,基于原因分析的结论,应用
和借鉴PM-BOK、APQP以及IRIS理论或标准对如何提升南车时代项目质量管理
进行了研究,提出了适合南车时代实际情况的项目质量管理系统方法和流程,并
在此基础上建立了南车时代项目质量管理体系,并提出了系统性的提升方案。最
后,本文将提升方案在长沙地铁2号线项目上进行了试点应用和实践,对方案的
可行性和有效性进行了进一步的验证。
本文的研究,完善了南车时代项目质量管理体系,为南车时代后续各类项目
质量管理的实施提供了成熟的可供借鉴的方法和模型,同时对于国内轨道交通装
备制造型企业如何在IRIS标准的要求下实施项目质量管理也具有很高的参考价
值和借鉴意义。

Abstract
Compared to the automobile industry, the development of quality management
standard of international rail transit industry is lagging behind,IRIS ( International
Railway Industry Standard ) standard was released in 2006,2009 began to implement
in domestic rail transit industry. Although IRIS standard put forward rail transit
industry project quality management requirements based on the IS09001 standard,
but it did not provide a quality management models and tools application in rail
transport industry similar to APQP, which causes the domestic rail transport
enterprises just like CSR have no methods to show how to implement project quality
management well,the project quality management are all efficiency and the deliveries
of the project qualified rate is very low. In the Twelfth Five-Year Plan period,the
national construction of city track traffic on the opportunity, how to quickly adjust the
management idea and mode, to improve project quality management, to the higher
quality, the lower cost to occupy the advantage in the international urban rail market
competition, has become an urgent in front of the domestic railway transportation
manufacturing enterprises including the ZhuZhou CSR Times.
This paper starts from the present situation of quality management of ZhuZhou
CSR Times project, from seven aspects to systematically sort and analyze the causes
leads to the problems of project quality management including the quality
organization、the quality planning、the process quality control、the stage quality
review、the defection management and so on. Then, combined with the conclusions,
utilize and reference the PM-BOK, APQP and IRIS theories or the standards made a
systematic improve plan covers the seven aspects like the project quality organization
management, the project quality planning management, the defection management of
the project、the process management of project、the performance management of
project etc.. Finally, the lifting scheme in Changsha Metro Line 2 project conducted a
pilot application and practice, further verify the feasibility and effectiveness of the
improve plan.
This paper,in PM-BOK, IRIS management standard and APQP advanced product
quality planning model based on the requirements of the theory, put forward suitable
time the actual situation of the project quality management system method and
process,and on this basis to establish a time project quality management system,
in
make up the time project quality management system blank,not only for the time
follow various types of project quality management put forward the implementation
of mature reference method and model, at the same time for the domestic railway
transportation equipment manufacturing enterprises how to IRIS standard
requirements of project quality management also has a very high reference value and
draw lessons from a meaning.
