摘 要
B 电信公司是隶属于中国电信集团的分公司,主要业务是为当地人民群众提
供移动通信、固定电话、互联网数据通信和 IPTV 等综合信息通信服务。本文主
要通过研究绩效考核 KPI、KPA 等理论,运用员工访谈、调查分析、操作体会总
结、历史数据分析等方法对 B 电信公司业务部门岗位员工的绩效考核现状进行分
析诊断,找出存在问题,并针对性地提出了解决问题的思路和方法。同时,根据
该公司的组织目标和业务部门岗位员工的工作特点,运用所学习的管理知识,吸
收、运用先进的绩效考核方法和理念,对 B 电信公司业务部门岗位员工绩效考核
体系进行再设计,规范绩效考核工作,完善相关工作流程,为更好地激励员工士
气,营造公司正向激励文化,推动 B 电信公司各项基础管理工作,促进企业全业
务经营工作又快又好发展,更好地实现企业战略目标和员工个人价值打下坚实基
础。
本人以 B 电信公司业务部门岗位员工的绩效考核体系设计和实施为主线,根
据公司的组织目标和部门职能,结合各类员工岗位职责特点,提出了 KPI 和 KPA
并举的考核指标体系和实现方案,以建立适合公司高效管理、快速发展的绩效考
核体系,促进公司实现战略目标和规范完善内部管理。

ABSTRACT
B telecommunications company is under the branch of China Telecom Group, the
main business for local people to provide mobile communications, fixed telephony,
Internet and data communications integrated information and communication services
such as IPTV. In this paper, by studying the performance appraisal KPI, KPA and
other theories, the use of employee interviews, investigation and analysis, summary of
operating experience, historical data analysis methods such as the telecommunications
business unit of B post status of performance appraisal of staff analysis and diagnosis,
to identify problems, and puts forward ideas and methods to solve the problem.
Meanwhile, according to the company's organizational goals and business unit staff job
characteristics, using the learning management knowledge, absorption, use of
advanced performance appraisal methods and concepts of business
telecommunications company B employee performance appraisal system for job
redesign, standardized performance evaluation, and improve the relevant work
processes, in order to better motivate staff morale, create positive incentives Gongsi
culture, promoting the basic telecommunications company B management, and
promote rapid and sound development of the whole business work better employees to
achieve corporate strategic goals and lay a solid foundation of personal values.
I have to business telecommunications company B employee job performance
evaluation system design and implementation of the main line, according to the
company's organizational goals and department functions, combined with the
characteristics of various types of employee job responsibilities, KPI and KPA
proposed evaluation index system and simultaneously implement the program, for
companies to establish efficient management, rapid development of performance
appraisal system and promote the company to achieve strategic objectives and
improvement of standards of internal management.
