小城镇是经济发展的重要载体,城镇化道路是决定我国经济社会发展的重要

内容。发展小城镇是推动我国经济发展的重要途径,对于解决我国三农问题,实

现城乡经济统筹发展意义重大。党的十六大报告指出,困扰我国实现全面小康社

会目标的限制性条件就是“我国城乡二元经济结构还没有改变,地区差距扩大的

趋势尚未扭转,贫困人口比重上升,就业和社会保障压力增大;生态环境、自然

资源和经济社会发展的矛盾曰益突出”。高密市作为我国东部沿海地区的典型代

表,近几年进行了两次乡镇合并,规划设立了多个功能园区,小城镇建设发展取

得了一定的成绩,但是,与兄弟县市区的寿光、青州相比,高密市的小城镇建设

发展还没有形成自己的特色。

本文通过对高密市小城镇建设发展现状的调查研究,釆用数据对比等方法,

针对高密市小城镇发展中遇到的问题,提出了一些有针对性的解决办法,可以为

高密市小城镇建设发展提供重要的参考和借鉴。针对高密市提出的依托青岛发展

的思路,重点以东部新区为例,阐述了发展中需注意的问题及发展策略。

RESEARCH OF THE SMALL TOWN IN GAOMI

ABSTRACT

The small town is the important carrier of economic development, urbanization is

an important content of China's economic and social development. The development of

small towns is an important way to promote the economic development of our country,

for solving the three agricultural problems,realize the coordinative development

between urban and rural economy of great significance. The Sixteen Party Congress

report points out, constraints of the problem in China's realization of a well-off society

in an all-round way is China's two urban and rural dual economic structure has not

changed, regional disparities have not reversed the trend, the proportion of poor people

rise,employment and social security pressure; contradiction between the ecological

environment, natural resources and economic and social development increasingly

prominent.Gaomi City as a typical representative of the eastern coastalregion of our

country, in recent years were two Township merger,planning to set up a number of

functional zone, and achieved certain results,the construction of the development of

small towns at the same time, compared with the brother of Shouguang, Qingzhou

county urban construction, the development of small towns in Gaomi City has not

formed its own characteristics.

In this paper, through the investigation and Study on present situation of small

town construction and development of Gaomi City, the comparative method, in the

development of small towns in Gaomi City in the problem, this paper puts forward

some solutions, can provide important reference for the construction and development

of small towns in Gaomi City. In view of the Gaomi City proposed relying on Qingdao

development ideas,focus on the eastern area as an example, expounds the problems

needing attention in the development and development strategy.
