本文通过对相关文献的整理和分析,发现我国在医院绩效考核体系的研
究领域,已经日趋成熟,特别是在医院绩效考核的方法和指标体系的构建
上,都已经达到了较为高深层次,在医院的绩效考核系统中,已经基本实现
了符合该领域特点,并非常有效的管理方法和管理工具。但是,在结合一些
医院具体情况时,特别是医院的管理人员,还不能够较好的针对医院自身的
特点,以及相关的影响因素等,来建立起一套行之有效的绩效管理体系。因
为建立起一套科学有效的绩效管理体系,能够很好的实现推进医院的改革和
发展,能够很好的激励医院员工的积极性和创造性,有利于医院各个部门的
发展。本文结合了黑龙江中医药大学(HUCM)第一附属医院的具体实际情
况,采用了在医院绩效管理领域中应用较为广泛的平衡计分卡方法,在基于
HUCM 第一附属医院的发展战略的同时,构建了该院二位一体的绩效考核
体系。同时,还对该院的重点科室的绩效管理体系进行了实证研究,构建了
相关的考核体系,这也为该领域的研究探索了新的思路。

Study on the Performance Management System of
HUCM’s First Affiliated Hospital
Abstract
In recent years, with the advancement of national medical system reform,
the country's healthcare system developed fast. The high fare problem to hospital
has been lessening, and this is the real relationship between national economy
and people's livelihood, however, to truly achieve establish basic medical care
system that completely cover township residents and to complete to provide safe,
effective, convenient and cheap medical service, we have a long way to go and a
lot of things to do. As the main body of medical services, in the process of
medical system reform, hospital plays a decisive role, especially in the face of
increasingly fierce and diversified competition in medical and health field, and
then the operational management efficiency of hospital directly affects the
hospital's development and the interests of the patients. Hospital performance
management gradually becomes the focus in the field. Establishing a scientific,
reasonable and effective hospital performance management system has become
the only way to realize the development in the competition and promote the
reform of medical system for country.
By analyzing related literature, the dissertation finds that the research areas
of hospital performance evaluation system in our country has become
increasingly mature and reached a more advanced level, especially in the
building of hospital performance evaluation methods and index system and in the
hospital performance appraisal system. It has become a very effective
management methods and management tools in the field. But, in combination
with some specific situation of the hospital, hospital management, in particular,
also will not be able to be better according to the characteristics of the hospital,
thus, with the influence of related factors, to establish an effective performance
management system is very important. Because set up a scientific and effective
performance management system, can achieve to promote the hospital reform
and development and be incentive to staff enthusiasm and creativity. It is
conducive to the development of hospital departments. This dissertation is a
combination of the First Affiliated Hospital of Heilongjiang University of
Chinese Medicine (HUCM) concrete actual situation, and has been widely
applied in the field of hospital performance management with the balanced
scorecard method. Based on HUCM development strategy, the First Affiliated
Hospital of HUCM built the hospital two integrated performance evaluation
system. At the same time, also on the focal point of the hospital department
performance management system has carried on the empirical research,
constructs the related evaluation system, it also explores the new way of thinking
to the research in the field.
