摘 要
近年来,我国开始逐步深化医疗卫生体制的改革,通过对医疗卫生事业
增加投入,加强对公立医院的监督监管,使公立医院实现行为标准化,从而
使政府在医疗卫生服务事业的管理监督地位逐步得到的确立,同时进一步对
医疗卫生事业的监督、管理经营制度进行完善,保证公立医院的公益性不
变,这些都是政府进行医疗卫生体制改革的主要任务。
构建铁岭市银州区医院的绩效评价指标体系,建立绩效评价模型,对银
州区医院近几年来的经营发展状况作出评价分析,找出银州区医院发展存在
的问题,完善和调整银州区医院的经营发展战略,促进银州区医院医疗质
量、医疗效率、患者满意度等经济效益和社会效益的持续提高,以满足人民
群众日益增长和提高的医疗卫生服务需求。既有定性的文献研究和现状描
述,又有定量的数据分析,定量与定性相结合。首先,在确定综合效益评估
目的的前提下,根据文献资料和经验,系统的对评价指标进行分层筛选,选
取代表性强、整体性好的指标作为评价指标。其次,通过层次分析法确定指
标权重,构建绩效评价指标体系。第三,运用加权秩和比法和综合指数法对
铁岭市银州区医院2008—2010年的指标数据进行综合评价分析。
本文的绩效评价指标体系基本涵盖了铁岭市银州区医院的各个方面,能
够对医院绩效做出准确、客观、全面的评价,但指标数据有待进一步丰富。
从综合评价结果可以得出铁岭市银州区医院的发展的各个方面总体良好,经
济效益不断增长,社会责任不断增强,但也有个别指标出现波动,说明有些
方面的工作还需要改进和强化。

Abstract
In recent years, our country began to gradually deepening the reform of the
medical and public health systems, through increasing the input to the medical
and health services, and strengthening the supervision of the public hospital, to
make public hospital realize standardized behavior, so that the government in
health care services management supervision status has been gradually
establishment, and further perfect the system of medical and health supervision
and management, to ensure public welfare of the public hospital unchanged,
these are the main tasks of the government during reforming medical health
system.
To build the performance evaluation index system of Yin Zhou hospital in
Tie Ling, establish performance evaluation model, evaluate and analysis the
business development situation of Yin Zhou hospital in recent years, find the
existing problems in the development of Yin Zhou hospital, perfect and adjust
the business development strategy of Yin Zhou hospital, promote the medical
quality, medical efficiency, patients’ satisfaction, economic benefit and social
benefit of Yin Zhou hospital improving continuously, to meet the people's
growing and improving needs of medical and health service.There are qualitative
literature research and status description, and quantitative analysis of data,
combining the quantitative methods and qualitative methods. First of all, under
the premise of the determination of the comprehensive benefit evaluation purpose,
according to the literature material and experience, to screening the evaluation
index layered and systematic, to select these representative strong and integrity
good index be the evaluation index. Secondly, confirm the indexes’ weights
through the analytic hierarchy process, construct the performance evaluation
index system. Thirdly, comprehensive evaluation analysis the index data of Yin
Zhou hospital during 2008 to 2010 with weighted RSR method and the
comprehensive index method.
The performance evaluation index system in this paper basically covers the
all aspects of Yin Zhou hospital, could evaluate the hospital’s performance
accurately, objectively and comprehensively, but the data needs to be further
enriched. It can be concluded that all aspects of Yin Zhou hospital’s development
are overall good according to the comprehensive evaluation results, economic
benefit is growing, social responsibility is strengthening, but there are individual
index fluctuating, illustrating that some woks still need to improve and
strengthen.
