摘要
中国移动在3G时代积极承担起自主知识产权标准TD-SCDMA第三代移动通信网络
的建设与运营任务。TD-SCDMA因受到技术特性、产业链规模能力等的影响,与竞争
对手相比均存在着一定的劣势。因此中国移动提出了加快4G网络(TD-UTE)产业化
的思路。基于企业经营战略需要,中国移动对4G无线网络建设的进度要求提到了前
所未有的高度。从中国移动的工程管理现状看来,项目进度管理在通信工程中的应用
尚处于不成熟的阶段,有较大的深入研究空间。因此,对4G无线网络建设项目进度
管理的研宄具有满足企业经营管理需要和理论应用领域拓展的双重意义。
论文首先介绍并分析了 NJ移动4G无线网络建设项目的基本情况,通过了解了
NJ移动4G无线网络建设项目的情况后,运用项目管理方法对项目范围和目标进行分
析,以此作为项目进度计划和控制的依据;在充分考虑了项目实际情况后,采用项目
管理中进度计划管理的方法、技术和工具,制定出切实可行的项目进度计划;最后梳
理并分析了目前工程管理中影响进度的各类问题及原因,以项目进度控制理论为指
导,提出进度控制的具体方案和保障措施。
本文采用理论与实践相结合的方法,从电信运营商的视角出发,将项目管理理论
应用到4G无线网络建设项目进度管理上,在通信工程项目进度管理的应用领域方面
进行创新。

Abstract

compared withother competitorsTD-SCDMA has somedisadvantages at thetechnical
characteristics and the scale of the industrial chain capability. Therefore,China Mobileis
proposed to speed up the4G network(TD-LTE)by the way of industrialization. On the
account of theoperatingstrategy and the actual situation in the networks,China Mobile
requires to accelerate thespeedof the construction of 4G radio network at an
unprecedentedrate. From the point of view of project management status of China Mobile,
application of project management in communication engineering is still in the immature
stage, there is more space for the further development. Under theguidanceof
theprojectmanagement theoryandmethods , bytheanalysisandconsideration ofproject
planningand control,concrete measures in thispaperwereproposedto 4G radio network
project schedule management.
This paper introduces and analyses the basic situation of NJ mobile 4G radio network
construction project, through the understanding oftheNJ mobile 4G radio network
construction projectafter the situation,this paper analyze the project scope and objectives
via the method of project management, which could be used as the basis of the project
schedule and control;In full consideration of the actualsituation ofthe project,this paper
uses the method of the project schedule management techniques and tools to feasible
schedule plan; Finally, combing and analyzing the factors and the reasons which effect the
schedule, the project schedule control theory as the instruction, proposed specific schedule
control programs and measures.
This paper adopting the method of combining theory and practice, starting from the
point of telecom carriers,the project management theory is applied to the 4G radio
network construction project schedule management, innovating in application field of
communication engineering project management.
