摘 要
随着我国市场经济的日趋成熟以及经济结构的日益完善,小微企业逐渐成为非
公有制经济的必不可少的组成部分。我国每年有数万个小微企业诞生,但却因资金
短缺、技术薄弱、人才稀缺、管理混乱等问题而陷入创业容易守业难的困境。解决
小微企业生存与发展的根本问题,除了保证充足的物质资源以外,人力资源的获取
与管理也十分重要。
本文首先运用文献研究法对人力资源管理的相关理论进行了回顾与研究;其次,
在分析小微企业现状及特点的基础上,运用实证研究法分析了小微企业的人力资源
管理现状,剖析小微企业人力资源管理中包括人员素质偏低、企业文化薄弱等主要
问题,并对其原因进行了探究;再次,在上述分析的基础上,阐述了人力资源的获
取与准备、人力资源的培训开发与绩效管理以及人力资源的激励三个层面的管理,
构建了基于管理团队下的小微企业人力资源管理体系;最后,运用案例研究法分析
了 GHC 公司基于管理团队下的人力资源管理体系的构建和实施。
本文研究旨在从管理团队的研究视角探索一条适合小微企业人力资源的管理路
径,解决小微企业创业容易守业难的问题,为小微企业人力资源管理体系的构建提
供决策参考。

Abstract
Along with the market economy development of China, small and micro enterprises
are the important component of Non-public ownership economy. Although tens of
thousands of small and micro enterprises were born every year, the weak of funds,
technology, and talents, also the confusion of the management make the small and micro
enterprises easy start, but difficulties maintain. In order to solve the crisis problem, the
small and micro enterprises must pay more attention to human resource management,
besides ensuring sufficient material resources.
First, this thesis reviews and researches the theory of human resource management
which based on the literature review of the domestic and foreign. Second, using empirical
research methods to research the present situation and analyzing the important problems
of human resource management for small and micro enterprises, which based on the
analyzing of present situation of them. Third, applying a combination method to analyze
three aspects of human resource management, such as acquisition and preparation, training,
and encourages management, trying to structure a human resource management system for
small and micro enterprises based on team of management. The last, setting the GHC
company for example.
This article hopes to find out a way helping the small and micro enterprises out of the
dilemma from human resource management, solving the problems of easy starting, but
difficulties maintaining, and providing reference for the construction of small and micro
enterprises of human resources management system.
