摘 要
随着互联网产业的快速发展，带动互联网数据中心（以下简称 IDC）的飞速进步。而
云计算的出现通过其对 IDC 业务模式的整合带给其产业升级的机遇。但是在国内经过多年
的发展，诸多企业仍然在探讨、研究云计算如何为企业带来效益？仍然没有一家企业通过
云计算模式为企业发展带来实质性的飞跃。是战略方向制定不科学，还是实施办法不准确，
或是其他什么原因？本文带着这一目的对 H 公司在云计算业务发展方面的过去与现在进行
展开、并分析，研究其在云计算业务的发展方向，试图分析、制定其发展战略。
作为 IDC 行业内的领军企业，H 公司是除电信、联通等运营商外最大的三家 IDC 企业
之一。拥有雄厚的资金和先进的技术实力。在 2009 年 H 公司曾发布过自主研发的云计算
的产品。但是由于云计算行业的标准缺失，以及云计算技术的快速发展，使得 H 公司的技
术逐渐落伍，产品被市场淘汰。这次的失败经历使得 H 公司不论在经济还是行业影响力方
面损失巨大。不过 H 公司并没有因为如此变故而放弃云计算业务，其改变方向，利用自身
机房的优势与第三方公司合作开展云计算业务，避免自身技术研发的劣势。尽管目前其合
作伙伴包括微软、华胜天成等大型公司，但是项目进展缓慢，未见明显效果。
本文将以 H 公司为案例展开分析。希望通过对 H 公司所处的内、外部环境以及行业环
境的分析，探求 H 公司制定发展云计算业务的战略决策的初衷，并制定战略。

ABSTRACT
With the rapid development of the Internet industry, driven by the Internet Data Center

computing bring benefits for the enterprise Still no one enterprise through the cloud computing

this paper, with the aim of H computing business development in the past and present expansion,
and analysis in the cloud, the cloud computing business in the direction of development, tries to
analyze, formulate the development strategy.
As the IDC industry leader, H is one of the three IDC enterprises in addition to the largest
telecom, Unicom operators. Has the abundant fund and the advanced technical strength. Release
had independent research and development company in 2009 H cloud computing products. But
due to lack of standards for cloud computing industry, as well as the rapid development of cloud
computing technology, the H technology gradually falling behind, products out of the market.
This failure has led H, whether in economic or industry influence huge loss. However, H did not
because of this change and give up the cloud computing business, it change direction, calculation
service using the advantages of cooperation with third party company own room to carry out
cloud, avoid its R & D disadvantage. At present, the partners include Microsoft, TEAMSUN
Large Firm, project progress is also quite well.
This paper will analyze the case of H company. Hope that through the H company's internal,
external environment and industry environment analysis, explore the H company strategic
decision making on cloud computing business purpose, formulate the strategy.
