根据国务院颁布的推进上海“两个中心”建设的意见,将上海航空枢纽建设纳入
国际航运中心建设体系,明确了 2020 年基本建成“国际航空枢纽”的目标。上海航
空枢纽建设是中国民航强国战略的重要组成部分,也是上海国际航运中心建设的重要
组成部分。2010 年 6 月,国家发改委印发的《长江三角洲地区区域规划》要求上海
航空枢纽建设,要以扩大空港设施能力为重点,优化航空运输网络为主线,提高国际
竞争力为目标,加强设施建设,提高中转能力,发展为国际航空网络的主要枢纽之一。
根据 “十二五”上海民航的发展目标,浦东机场将建设成为具有较强竞争力的国际
枢纽、亚太地区的核心枢纽和全球排名第一的国际航空货运枢纽,这对浦东机场的货
运枢纽建设提出了更高的要求。
作为浦东机场国际航空货运枢纽建设的重要抓手,加快上海浦东空港物流园区的
发展建设刻不容缓,如何研究制定上海浦东空港物流园区的发展战略,实现货物运作
效率和质量的提高和完善,增强上海空港的物流辐射能力和国际货源的聚集能力,是
浦东机场提升综合竞争力,加快国际航空货运枢纽机场的建设步伐,早日实现“十二
五”上海民航发展目标的关键所在。
本文在学习借鉴国内外空港物流园区发展经验以及对当前上海浦东空港物流园
区现状的理性思考的基础上,运用战略管理、企业核心竞争力、多元化战略等理论知
识,使用 SWOT 分析法结合 PEST 分析法、波特五力模型等战略研究方法,全面分析了
上海空港物流园区发展的优势和劣势,机会和威胁等,找到战略对策研究的切入点,
提出一体化功能整合、高效化产业竞合、个性化客户服务等战略,并从理论结合实际
的层面提出具体实施举措,进一步理清上海浦东空港物流园区的发展思路,帮助空港
物流园区更好更快地发展,早日实现全球排名第一的国际航空货运枢纽的发展目标。

Abstract
With the economic globalization and the rapid development of modern logistics
industry, air cargo has become an important part of modern logistics. Air logistics mainly
supported by air cargo has also entered into a stage of rapid development. The demand for
air cargo of all kinds of enterprises is increasing. Air logistics industry is becoming the new
increasing point of the economic development in the airport area and also the construction
and development of the airport logistics park plays an important role in promoting urban
development and air cargo.
According to Shanghai “Two Central” construction issued by the State Council, bring
the construction of Shanghai aviation hub into the international shipping center
construction system and make clear the goal of the “international aviation hub” basically
completed in 2020. The construction of Shanghai aviation hub is an important part of the
strengthening strategy of China civil aviation. In June 2010, according to The Yangtze
River Delta Regional Plan published by the National Development and Reform
Commission calls for the construction of Shanghai aviation hub, with a focus on expanding
airport facilities, optimizing air transport network as the main line, improving international
competitiveness as the goal, strengthening the construction of facilities, improving transit
capacity and developing into a major hub of the international aviation network. According
to “the 12th Five-Year Plan” of Shanghai civil aviation development goal, Pudong
International Airport will be built into the international hub with the strong competitiveness,
the core hub of the Asia-Pacific region and the international air cargo hub ranking the first
in the world, which puts higher requirement on the construction of the cargo hub of
Pudong International Airport.
As the key point of the construction of the international air cargo hub of Pudong
International Airport, speeding up the development of Shanghai Pudong Airport logistics
Park is urgent. How to study and develop the development strategy of Shanghai Pudong
Airport logistics Park and to achieve the efficiency of goods operation and the improving
of the quality, to enhance the radiation capacity of Shanghai airport logistics and thegathering
capacity of international goods supply is the key factor to Pudong International
Airport to upgrade integrated competition capacity, speed up the construction pace of
international aviation freight hub airport and to early achieve “the 12th Five-Year Plan” of
Shanghai civil aviation development goal.
Based on the learning from the development experience of the airport logistics park
both at home and abroad, this paper use the understanding and application of the
theoretical knowledge of strategy management, enterprise core competitiveness and
diversification strategy and also the rational thinking on the current situation of Shanghai
Pudong Airport logistics Park, and using SWOT analysis combined with PEST analysis
and Porter Five Forces Model and other strategic research methods in order to
comprehensively analyze the advantages and disadvantages, opportunities and threats of
the development of Shanghai Airport logistics Park. After finding the entry point of the
strategy countermeasures research, this paper put forward the strategies of making
integration, efficient industrial competition and co-operation and personalized customer
service and also the specific implementation methods in the theoretical and practical way
so as to further make clear the development ideas of Shanghai Pudong Airport logistics
Park, helping to better and faster the development of Airport Logistics Park and the early
realization of the development goal of the international air cargo hub ranking first in the
world.
