本文以战略管理理论为指导,对天津石化工司机械研究
所的生存与发展问题从战略角度进行了较为深入系统的研
究,具有一定的理论意义和较高的实用价值
本文以市场经济为背景,介绍了战略管理的一般理论和
方法、中小企业战略管理特点和当前国有企业改制分流的相
关政策。在战略分析理论的指导下,对天津石化工司机械研
究所的外部环境和内部环境进行了较为深入系统的分析,明
确了天津石化工司机械研究所的主要优势、劣势和面临的发
展机会、威胁,为制定天津石化工司机械研究所的发展战略
奠定了基础
本文在战略分析的基础上,提出了天津石化工司机械研
究所的发展战略和人力资源战略、业务发展战略、技术发展
战略、企业文化战略等职能战略,制定了改制分流方案,并
对战略实施提出了建议

ABSTRACT
Taking the theory of strategy management as guidance, the thesis has
studied deeply and systematically the issue of the survival and
development of Machinery Research Institute of Tianjin Petrochemical
Corp. (hereinafter MRI) from strategic point of view. Therefore, it is
theoretically meaningful and practically valuable.
With the background of market economy, the thesis has introduced
the universal theory and technique of strategy management, the
characteristics of strategy management of SMEs (small and medium
enterprises) and the relevant policies regarding system reforming and
downsizing of SOEs (state-owned enterprises). Guided by the theory of
strategy analysis, the thesis has analyzed both the external environment
and internal environment of MRI profoundly and systematically, clarified
the advantages and disadvantages of MRI and the opportunities and
challenges that MRI is facing, and thus established the foundation for
formulating the development strategy of MRI.
Based on strategy analysis, the thesis has not only put forward the
functional strategies for MRI, such as development strategy, human
resource strategy, business development strategy, technical progress
strategy and corporate culture strategy, and formulated the program of
system reforming and downsizing, but also tabled a proposal of strategy
implementation.
