X 电力集团建设十余年,共控股和参股国家重点电力工程项目 96 项,总资产达到
1024 亿元,净资产 320 亿元。参与的这些项目均严格执行了招标投标制度,通过招标投
标节约的资本一般在 10%左右。
从上述情况可以看出,在 X 电力集团工程建设过程中国际电气工程有限责任公司在
优化资源配置、节约项目成本、提高管理水平、促进廉政建设等多方面的成效初步凸现。
本课题的研究,着重考虑转变传统招标代理观念,以电子信息化为手段,以项目执
行为主线,将人员、资金、资料等各方面的资源有效地整合到一个网络平台上,有机地
结合、全面提升,通过公司自身管理制度、管理工具的完善,为 X 电力集团工程建设招
标打造一个电子信息化“招标管理平台”:全过程控制每个项目的各个环节,从源头上
消除招标代理的各种隐患,增产节约、增收节支,有效加强招标代理服务深度,优化投
资决策,提高投标质量,有效降低采购成本,最大限度地协助项目公司降低工程造价。

Abstract
Beijing International Electric Engineering Limited Liability Company, as a
wholly-owned subsidiary of X Power Group, undertakes all power engineering construction
bidding tasks. Since 2003 it undertook all bidding works of X Power Group, up to December
2011, it has come to participate in bidding amount of 64 billion Yuan; through the public
bidding of transaction form saved project fund 6.488 billion Yuan; Unified release all kinds of
trading information 7108 period; unified arrangement preparatory meetings, the Bid Opening
and Evaluation Conference 9902 times; provided the related services for 31526 Tendering and
bidding units.
The construction of X power group has been more than ten years, holding and
participation on national key power engineering project is 96 items, the total assets reached
102.4 billion Yuan, net assets is 32 billion Yuan: These items basically implemented the
public bidding system, through the tender and bid the investment it saved generally is at
around 10%.
From the above we can see that in the process of engineering construction of X power gr
oup international electric has achieved preliminary results in its role of optimizing allocation
of resources, saving project cost, raising the level of management, promoting the construction
of a clean and honest administration and so on .
Through the study of this subject, this paper considers to change the traditional concept
of the tender agent. To project implementation as the main line, this paper focuses on
electronic information into a means. This paper integrates personnel, capital, material and so
on various aspects of the resources effectively into a network platform. Through the company
own management system and improvement of management tools, we construct electronic
information bidding management platform for X power group. From the source to eliminate
bidding agent all kinds of hidden trouble, the whole process control each project each link. To
increase saving, increase revenue and reduce expenditure, we strengthen the bidding agent
service depth effectively. To optimize investment decision and improve the quality of tender,
we effectively reduce the purchasing cost and assist the project company to lower the project
cost.
