本文首先对西门子变压器公司采购管理的状况作整体介绍,然后采用系统分
析法将其釆购管理系统分为采购成本控制模块、供应商管理模块以及采购工作流
程模块,并对其分别进行分析,指出了各个子系统存在的问题,并在此基础上,
对西门子变压器釆购管理系统的各个模块分别进行优化。在采购成本控制模块中,
通过加强集合采购活动、引入电子商务平台、提升原材料标准化水平、强化低成
本国家采购策略的执行力度等措施,丰富了采购成本控制手段,使其能够应对当
前的市场环境。在供应商管理模块中,经过对原系统的优化完善,补充了供应商
发展与供应商淘汰环节的制度,拓展了供应商评估与供应商认证的工作范畴,通
过优选供应商政策的推广实施,使得当前系统成为真正意义上的基于战略采购理
念的综合供应商管理系统。在采购工作流程模块中,借助于高度标准化的采购工
作流程制度的建立以及里程碑监控体系的完善,从理论上杜绝了采购过程中不当
行为的发生,将人为干预采购流程的风险降至最低,确保战略采购策略可以被贯
彻到每一个采购行为中,并受到有效的监控。
本文不仅仅停留在理论探讨阶段,而是通过真正的战略采购意义上的采购实
践活动,验证新的采购管理系统的有效性,发现新系统中存在的缺陷,并初步指
明了进一步优化改进的努力方向。文中引入的先进理念与实施方案,具有较强的
可操作性,对于其他生产型企业也有着一定的借鉴意义。

Abstract
With continuation of the financial crisis and progress of economic globalization,
market competition is increasingly fierce and the business environment for enterprises
also has undergone major changes, thus the Strategic Procurement Management has
become an important part of management in many enterprises as the key factor to gain a
competitive advantage. A good procurement management system is essential for an
enterprise to raise the level of procurement management. The current procurement
management system of SIEMENS Transformers is difficult to deal with the special
harsh environment the transformer industry facing, so the optimization study for it is
urgent and important,which takes great significance to improve the company's
procurement management levels, lower the total cost of ownership, improve the
comprehensive competitiveness of the company.
This paper firstly introduces the overall situation of the procurement management
of SIEMENS Transformers, and then divides procurement management system through
System Analysis Method into Cost Control, Supplier Management and Purchasing
Procedure, and takes respective analysis to them as well as points out the problems of
every subsystems, and on this basis to optimize each part of the Siemens Transformer
procurement management system. As to Procurement cost control, by several measures
such as strengthening pooling procurement activities, introducing of e-commerce
platform, promoting the level of raw materials standardization, and enhancing
enforcement of Global value sourcing strategy, etc., to enrich the means of procurement
cost control so as to enable it to cope with the current market environment. About
