摘要
中国改革幵放30多年以来,吸收FDI工作取得了巨大的成就。利用FDI也是
潍坊市对外经济贸易工作的一个重点。FDI不仅促进了潍坊市的经济发展,而且带
动了就业,同时利用FDI进程中也存在着一些不容忽视的激烈矛盾和急需解决的
问题。“十二五”期间,潍坊市面临的是将是新形势、新困难,利用外资工作已经
发展到了瓶颈期,因此,如何化解利用FDI过程中出现的矛盾和问题,保持竞争
优势,制定利用外资新战略,幵创利用外资新模式和新局面,是潍坊市需要完成
的一项重大而艰巨的任务。本文在已掌握的文献资料综合研究、比较分析的基础
上,根据潍坊市的具体情况,综合运用计量经济学方法和SWOT分析法分析如何进
一步发挥FDI促进经济发展的最大效果,探索潍坊市如何进一步扩大利用FDI促
进本市经济的又好又快发展,从而使本文对利用FDI的研究更富有现实意义。

本文首先总结FDI 了相关理论,依据邓宁的投资发展周期理论,提出了潍坊
市FDI处在投资周期理论第三阶段向第四阶段过渡的时期。然后从分析潍坊市FDI
的现状和特点,力求展现FDI在规模、结构和经济效益方面的综合发展情况。接
下来采用1990-2010年潍坊市年度经济数据,运用协整检验和格兰杰因果分析方
法,通过实证分析表明,FDI对潍坊市的经济发展是有促进作用的。在分析现状和
特点的同时,找出FDI发展过程中存在的问题。随后跳出FDI看FDI,站在全市的
高度,运用SWOT分析工具,更深入的分析FDI发展中的优势、劣势、机会和威胁。

最后针对存在的问题,就潍坊市如何提高政府在利用外资方面的行政服务水平、
提升利用外资质量、促进经济结构调整提出有关建议。

本文的创新点有2个,一是提出了潍坊FDI发展处在投资周期理论第三阶段
向第四阶段的过渡时期,二是运用协整分析和格兰杰因果检验方法对潍坊市的FDI
和CJDP、地方财政收入、固定资产投资投入进行实证分析。

Abstract
Attracting FDI has achieved a leap forward since china's reform and opening-up. Also
attraction of FDI is one of the key point of foreign trade and economic cooperation
work for weifang. The introducing of FDI has promoted economic growth and
employment. But at the same time, there also are some fierce conflicts and issues.
During the 12th Five-Year Plan, weifang will encounter some new situation and new
challenges, the attracting of FDI has come to a key time. Therefore, how to solve the
contradictions and problems existing in the utilization of FDI, maintain the competitive
edge, develop new strategies and create a new model of foreign investment is an
important and arduous task for weifang. With the integrative study and comparative
analyses of the collected documents, materials,data and specific circumstances of
Weifang, this paper tries to elaborate how to further exploit the FDI for the purpose of
promoting the economy to its fullest. The author also hopes to explore how to utilize
FDI to further promote the economic development in native area, which might make
this research on FDI be of more realistic significance.
The paper begins with the related theories of FDI, According to Dunning's international
production theory, the author put forward with the stage of weifang's FDI is between the
third and forth. Then the author adopt the charts and tables to analyze the structural
GDP、the investment in fixed assets、and local revenue of Weifang from 1990 to 2010,
this paper analyzes the relationship between the four variables by using econometrics
methods such as co-integration test, error correction model and Granger-causality Test.
The SWOT analysis is employed to find the basic problems which act as a hinder of
Weifang's using FDI. On the foundation of summarizing the whole paper, setting out
from the present environment and advantages of attracting FDI, according to latest
domestic and international economic situations, the author puts forward with some
suggestions to improve the level and quality of FDI in weifang.
