【摘要】 随着国家能源战略布局的调整和社会经济用电需求的不断增大,内蒙古自治区作为国家煤电能源战略基地的作用不断凸显。应该注意的是,随着全国范围内电网架构的不断完善,区域电网的逐步形成,省际电力市场竞争逐步显现出来;新一轮电力体制改革提出的“厂网分开”、“竞价上网”政策,增强了电力行业的市场化竞争程度。如何在未来的竞争中占据有利地位,成为内蒙古电力工业发展中需要重点考虑的问题。本文从内蒙古电力工业发展环境分析入手,系统地研究了整体经济环境和工业、资源及地缘等因素。认为内蒙古自治区已初步形成了完善的煤电转化产业链、本地区社会经济发展用电空间较大;由于西电东送战略的实现,占京津唐电网③的市场份额高并有不断增大的趋势;市场需求空间大并有开拓前景。内蒙古电力工业有近百年的发展历史,电源、电网建设协调,整体发展趋势良好。自治区具有地缘等方面的比较优势和煤炭资源特别是煤炭价格上的绝对优势。且国家能源产业布局调整、西部大开发战略政策和内蒙古自治区资源开发规划目标等都为本区域以火力发电为主的电力工业发展提供了有利的政策支持。通过上述的环境分析,作者提出了内蒙古电力工业应走的战略之路,并且提出了实现战略目标的方法... 更多还原
